Bishkek, Feb.9, 2018 / Kabar /. Head of Kylym Shamy NGO Aziza Abdirasulova stated that today law enforcement officers learned to use torture without leaving traces of violence on the body of the victim. She made such a statement at a press conference dedicated to strengthening cooperation between the state and civil society in the fight against torture.
"The widest method to be used today is putting a bag on one’s head. Employees can also close a person's mouth and nose with rags, put him/her on the floor and flood it with water, so that the victim can not breathe at the same time. Electric shock, psychological pressures are also used or sometimes they bring over victim’s young child or wife and threaten through them. To focus only on physical torture today is not enough, we need to move further," Abdirasulova said.
Head of National Center for Prevention of Torture, Nurdin Sulaimanov confirmed that traces of physical violence on the bodies of victims are becoming less common.
"If two or three years ago you could meet people with bodily injuries, today such cases are decreasing. Now victims are rarely tortured in the building of the Department of Internal Affairs and Detention Centers. This usually occurs in other places," Sulaimanov said.
