Bishkek, Oct. 3, 2018. /Kabar/. Prime Minister of Kyrgyzstan, Mukhammedkalyi Abylgaziev, held a meeting on subsoil use and instructed to develop radically new mechanisms for managing the country's natural resources within a week.
During the meeting, the head of government heard information from Chairman of the State Committee for Industry, Energy and Subsoil Use of the Kyrgyz Republic Emil Osmonbetov, on the ongoing work on licensing and holding tenders for the right to use subsoil objects and the program for reforming the subsoil use sphere.
In particular, he said that today, on the instructions of the Prime Minister, an inventory of previously issued licenses is being carried out.
“Government involvement will be mandatory in order to increase state assets in the conditions for holding upcoming tenders and auctions for the right to use subsoil resources. Thus, the state equity will serve as a guarantee for investors, investing their capital in the mining industry, as well as stabilize the relations of the local population with investors,” he said.
Abylgaziev stressed that the current situation in the field of subsoil management and mine licensing requires the adoption of radically new approaches.
“We should be well aware that the mining and energy sectors play a central role in the development and functioning of the world economy, including the economy of our country. Practice shows that the licensing system that has been in place for many years remains non-transparent, which creates the risk of corruption. We must ensure that national wealth is effectively used in the interests of the people, in the interests of the domestic economy,” the head of government said.
The Prime Minister particularly drew the attention of the meeting participants on the need to develop and implement new principles and mechanisms of management in the field of subsoil use, which will increase the transparency of all processes in this industry and eradicate corruption.
“Unfair and irrational approaches lead not only to considerable economic losses, but also to difficult social problems when misunderstanding and even conflicts arise among the population due to the vested interests of certain groups,” Abylgaziyev said.
The head of government also instructed to strengthen control over the export of raw materials from the country that contain precious metals with the mandatory registration in the state balance of minerals.
The Prime Minister also noted the need to study the creation of modern laboratories in the field of subsoil use and the adoption of measures to develop the jewelry industry.
The head of government demanded that Osmonbetov, Chairman of the State Committee, take particular care in developing new working mechanisms so that natural resources are used in the interests of the people and the economy of the country in a transparent environment.
