Bishkek, Dec. 3, 2018. /Kabar/. Kyrgyz Prime Minister Mukhammedkalyi Abylgaziyev took part in a solemn ceremony marking the International Day for Persons with Disabilities.
The press service of the Government Office reported that during his speech, the head of government stressed that despite the difficulties people with disabilities encounter, they are known as the most target-driven, diligent, hardworking, selfless people.
“I know this firsthand, and from my own experience, I have worked in the social sphere for more than 20 years, and I know about the problems from the inside,” Abylgaziyev said. “We will be a truly developed and happy country only when the rights of all our citizens are equally protected. When everyone will have equal rights, which will be protected by law. And especially when the rights of people with disabilities will be properly protected. And we will use all available opportunities in order to achieve this goal."
He noted that in June the amount of benefits increased from 2,800 soms to 4,000 soms.
“This, of course, is not enough, but it is only one of our first steps. On November 23, a resolution was also signed on an issue that had been remaining unresolved for a long time - payment of wages to a parent caring for children with disabilities. This applies primarily to mothers who are unable to work, to retire. And the state has committed itself to taking care of them. This is also not enough and the Government will continue to work to increase the amount,” Abylgaziyev said.
In addition, the head of the government said that a provision has recently been approved on the organization of individual education for school-age children with disabilities or with serious illnesses, which allows them to study at home.
The Prime Minister noted that the government is actively working with international donors and organizations, such as the UN, UNICEF, the Red Crescent and others, who help and work with people with disabilities.
Abylgaziyev particularly took note of activists with disabilities who, through their activities and civil position, make a great contribution not only to the promotion of PWD rights in Kyrgyzstan, but also to the development of the country as a whole.
“Among them are Asipa Musaeva, Mirbek Asangariev, Tolkun Isakov, Zeynep Dyikanbaeva and others. On behalf of the government, I want to sincerely thank you for what you are doing. We are proud of you,” the head of government emphasized.
The Prime Minister also took note of persons with disabilities who have achieved great success in sports, art, public service, business.
“I, as a person who has worked for a long time in the field of social protection, will continue to actively promote the protection of PWD rights as Prime Minister. I will continue to make every effort for this,” Abylgaziyev concluded.
As part of the event, a ceremony was held to present government awards to those who distinguished themselves for their active participation in improving the lives of PWDs.
The festive event was accompanied by concert performances and performances of the dance group “TUMAR”, which included young people with disabilities.
In 1992, at the end of the United Nations Decade of Disabled Persons (1983-1992), the UN General Assembly declared December 3 the International Day of Disabled Persons.
The 3rd International Day of Disabled Persons Day is aimed at drawing attention to the problems of people with disabilities, protecting their dignity, rights and well-being, and drawing public attention to the benefits they receive from the participation of people with disabilities in political, social, economic and cultural life.
