Bishkek, Dec. 17, 2018. /Kabar/. Kyrgyz Prime Minister Mukhammedkalyi Abylgaziyev held a meeting on the establishment of an institute of business ombudsman in the Kyrgyz Republic.
The press service of the Government’s Office of the Kyrgyz Republic reported that during the meeting, the head of government noted that the latest Doing Business rating showed that the republic improved its position in this rating, having moved from 77 to 70th place.
“The government continues to take measures to improve the investment climate and create a favorable business environment. Currently, questions are being worked out on announcing a moratorium on business inspections and the creation of a business service center. The third question is the creation of an institute of business ombudsman. We believe that this is one of the effective business support mechanisms that will protect the interests of businesses and raise their problems. This is especially true of relations with regulatory and inspection bodies,” Abylgaziyev said.
Minister of Economy Oleg Pankratov noted that today business has a lot of problems when interacting with government agencies.
“Moreover, difficulties arise not only when oversight actions are carried out, but also in obtaining permits. It happens that problems arise when a business interacts with state-owned enterprises established for profit, and there are moments that require the intervention of some independent body,” he said. “The main problems of business are illegal actions of state officials in interaction with business entities, violation of their legitimate rights and interests.”
Oleg Pankratov stressed that the institute of business ombudsman is a protection mechanism through independent consideration of business complaints about the action or inaction of ministries and departments, state enterprises or state-owned joint-stock companies.
“At the same time, the institute of business ombudsman is not a state structure, but a non-state independent institution. The principles of the rule of law, independence and transparency will be the basis of the activities of the institute. It will not have punitive functions, its decisions will be transparent and accessible to the public. Thus, it will have a mechanism for influencing state authorities,” the Minister said.
Stressing the importance of taking decisive steps to eradicate corruption led by the country's President, Abylgaziyev noted that the creation of the institute of business ombudsman would help minimize the risks of corruption, primarily in the relationship between business and inspection bodies.
The head of government instructed to speed up the process of creating the institute of business ombudsman and to ensure thorough preparation of all necessary regulatory legal acts.
