Bishkek, May 4, 2021. / Kabar /. The actions of the Tajik side are regarded as military aggression, the Prosecutor General's Office of Kyrgyzstan said.

On April 29, 2021, starting at 04:40 a.m. Bishkek time in Batken Oblast of the Kyrgyz Republic, bandit formations and regular troops of the Republic of Tajikistan treacherously attacked the borders of the Kyrgyz Republic using automatic weapons, mortars, combat helicopters, heavy armored vehicles, artillery crews and other types of weapons. in relation to the civilian population of the Kyrgyz Republic, in violation of the requirements of the Charter of the Universal Declaration of Human Rights of the United Nations of 1976, the Agreement on the Establishment of the Commonwealth of Independent States of 1991, the Alma-Ata Declaration of 1991, the Moscow Declaration on the Observance of the Sovereignty, Territorial Integrity and Inviolability of the Borders of CIS members states from 1994 and the 1996 Treaty on the Foundations of Interstate Relations between the Kyrgyz Republic and the Republic of Tajikistan.

The use of offensive heavy weapons far from the places of permanent deployment indicates that this military invasion was planned and organized in advance with the aim of seizing the sovereign territory of Kyrgyzstan. Regular troops, armed mercenaries and other bandit formations took part in the hostilities provoked by the Tajik side.

These armed formations deliberately attacked the unarmed civilian population of the Kyrgyz Republic. In this connection, the Kyrgyz side took measures to evacuate the civilian population from individual settlements of Leilek and Batken regions, after which the military personnel and bandit formations of the Republic of Tajikistan began marauding the property of the local population, with theft of livestock, cars to the territory of Tajikistan. At the same time, in order to conceal their criminal actions, massive arsons of residential buildings and other looted infrastructure facilities were also committed. As a result, colossal material damage was caused to citizens and the state.

In the first hours of the armed attack with the use of mortar fire and other army weapons in the Golovnoi water intake facility of Batken Oblast, 24 civilians were killed, who were in this place.

In order to prevent the seizure of the territory of Kyrgyzstan and to prevent the killing of civilians, the Armed Forces of the Kyrgyz Republic have taken measures to repel attacks by outnumbered enemy forces.

Within the framework of the initiated criminal cases on the above facts, it was established that as a result of an armed attack, 36 citizens of the Kyrgyz Republic were killed, including 3 military personnel, the rest are civilians, including 2 young children, over 180 citizens were injured who were hospitalized in medical institutions of the republic. Some of them are in critical condition, more than 33 thousand citizens have been evacuated from the conflict zone.

As a result of military aggression on the part of the Republic of Tajikistan, more than 170 residential buildings, buildings of medical and educational institutions, infrastructure facilities and property of citizens of the Kyrgyz Republic were destroyed.

Thus, in the border villages of Kyrgyzstan, numerous cartridges from automatic, large-caliber weapons, land mines and mines, unexploded shells and aircraft missiles, trenches and other fortifications erected by the Armed Forces of the Republic of Tajikistan were found.

The military personnel of Tajikistan and numerous groups of bandit formations purposefully used high-explosive fragmentation and missile weapons against civilians and civilian objects, as well as ambulances transporting the wounded, which testifies to the brutal aggression and violation of humanitarian and international norms on the part of the Republic of Tajikistan, contrary to the unilateral and multilateral international agreements, the Geneva Conventions.

At the same time, the military personnel of Kyrgyzstan used firearms exclusively for the purpose of self-defense and protection of the civilian population, sovereignty and territorial integrity of Kyrgyzstan. At the same time, the Armed Forces and civilians of Kyrgyzstan did not attack settlements and other objects on the territory of Tajikistan.

On the above facts, the General Prosecutor's Office of the Kyrgyz Republic opened a criminal case on April 29, 2021. Investigative measures are being taken, material evidence and video recordings have been seized, photo and video recording has been carried out.
