We need a new model of public administration, based on digital and, most importantly, smart and effective solutions, Chairman of the Cabinet of Ministers of the Kyrgyz Republic Akylbek Zhaparov said speaking at the opening ceremony of the KIT 2024 Forum “Kyrgyz Republic: Consolidating Global Technologies.”
The head of the Cabinet of Ministers welcomed the participants of the event and foreign guests, noting that experts, innovators – those who create the future and determine the vector of technology development – gathered in Kyrgyzstan to “compare positions” on digital trends.
“The country’s president has approved a new strategy for the country’s digital development, which will allow government agencies to launch breakthrough digital projects with tangible results for citizens. We are witnesses and at the same time creators of ongoing tectonic changes in the economy and social processes based on the use of digital technologies. The new digital reality is rapidly changing countries and entire regions, transforming management and service delivery models in all sectors.
We need a new model of public administration, based on digital and, most importantly, smart and effective solutions. Digital technologies must be introduced throughout the country. The first steps have been taken in this direction. Nowadays, the Cabinet of Ministers uses digital technologies more, abandoning paper documentation.
We are making good progress on the path to digitalization, but we need to achieve even greater success,” he said.
Akylbek Zhaparov noted that Kyrgyzstan today is a country with good technical education potential, which has its representatives in leading schools of applied mathematics and systems analysis. Domestic IT specialists are well known abroad; many of them work remotely and directly in companies that are leaders in digital technologies.
“The Hi-Tech Park plays an important role in this. I am proud to note that we proposed to make the HTP regime permanent, retaining all benefits and preferences, giving our talented IT specialists the opportunity to conduct digital business here in Kyrgyzstan and attract investments. The corresponding draft Law is in second reading in the Jogorku Kenesh and, I hope, will be supported by deputies.
It is gratifying to note that based on the results of 2023, the revenue of residents of the High Technology Park of the Kyrgyz Republic amounted to 7.7 billion soms. I think that this is not the limit, and there is an opportunity to double, triple this result.
To better use the potential, we need a sustainable system of innovation, support and development of startups,” he emphasized.
The chairman of the Cabinet of Ministers outlined the need to use the opportunity of companies creating advanced technologies, develop a mechanism for supporting them, create regulatory digital sandboxes, attract venture investors, provide our startups with mentoring support, investments, training and access to resources in order to scale them up and intensively grow.
“With the participation of the state and private business, it is necessary to create a reliable, secure infrastructure for the digital economy, based on the most advanced technologies and developments. We will be able to build a sustainable digital state for our citizens, having reliable Internet access, reliable communications, data centers. Therefore, the Ministry of Digital Development needs to pay special attention to reducing the digital divide, access to fast and stable Internet in remote regions, as well as developing data centers with the necessary technological capacity and access to cloud services and technologies,” he said.
Akylbek Zhaparov in his speech also touched upon the issue of a multiple increase in the production of specialists in the field of the digital economy.
In his opinion, the education system should be seriously improved at all levels - from kindergarten, including schools and universities.
“We are ready to provide government orders to the country’s universities to train 5 thousand specialists in the IT field, as well as colleges to train 5 thousand specialists, and instruct the relevant government agencies to work on this issue.
We need a digital breakthrough, and we must all achieve it together.
All your endeavors will receive support. This is the only way we can make serious progress in the global race for digitalization, that is, in the intellectual competition,” he concluded.
