Bishkek, Nov. 17, 2020 / Kabar /. The Central Election Commission of the Kyrgyz Republic jointly with the Civic Platform Public Fund, with the support of the OSCE Program Office in Bishkek, conducted a training “The Role of Law Enforcement Agencies in Developing Measures and Responding to Violations of Electoral Law”.
Members of the CEC of Kyrgyzstan Tynchtyk Shainazarov and Gulnar Jurabaeva explained to the participants - representatives of law enforcement agencies the peculiarities of the electoral law and process, as well as the tasks of interaction with the CEC of the Kyrgyz Republic.
Representatives of the General Prosecutor's Office presented an Analysis of the violations revealed during the last elections, and also spoke about the taken measures.
This training breaks off a series of educational activities aimed at countering voter bribery and the use of administrative resources in the presidential elections of the Kyrgyz Republic, scheduled for Jan. 10, 2021.
The training program includes constitutional and legal responsibility for violations of electoral legislation; the procedure for consideration of complaints (statements) by election commissions to consider cases of violations; the procedure for interaction of election commissions with law enforcement agencies; bribery of votes during the preparation and conduct of elections and a number of other issues related to the electoral process.
After working on the thematic blocks, the training participants analyzed cases containing various types of violations of electoral legislation and the procedure for applying the norms of legal responsibility.
The participants, together with the trainers - CEC member Gulnar Dzhurabaeva and Myrza-Ayim Kamchibekova, worked out an algorithm of actions when detecting violations in the field of electoral legislation.
