Bishkek, Nov. 9, 2021 / Kabar /. Chairperson of the Central Election Commission of Kyrgyzstan Nurzhan Shaildabekova met with representatives of the Election Observation Mission of the Commonwealth of Independent States - Head of the CIS Executive Committee Department Yevgeny Kozyak and adviser to the CIS Executive Committee Oleg Kuleba, the press service of the CEC reported.
Chairperson of the CEC informed about the specifics of the upcoming parliamentary elections scheduled for Nov. 28, 2021, the results of reforming the electoral system of the republic, innovations in the electoral legislation of Kyrgyzstan.
The focus was on the campaign, which runs from Oct. 29 to Nov. 27, 2021. Currently, an important campaign stage is beginning - the debate one. For the first time, regional TV channels will host televised debates in 36 single-mandate constituencies. This is also a hallmark of the election as, according to the polls, voters expect debate as the main source of information about candidates.
The debates between the parties will be held in three stages on two national TV channels - ElTR (youth and women's debates) and KTRK (between party leaders).
The CEC of the Kyrgyz Republic is preparing a large circulation of materials about candidates in single-mandate constituencies and with lists of candidates from political parties, which will be distributed in all regions. There is also the Talapker website, which already contains full information about the election funds of candidates and parties.
Information on the receipt and expenditure of electoral funds comes from banks automatically and is immediately displayed on the CEC website. This is another innovation of the election campaign - the automation of banking operations.
An innovation is also the introduction of a norm according to which candidates who are political employees, with the exception of a deputy of the Jogorku Kenesh or the President, a deputy of the local kenesh; the head of a state, municipal enterprise, institution, enterprise with a state (municipal) participation of more than 30 percent and their subdivisions, terminate the exercise of official or official powers from the moment they are nominated for elections to the Jogorku Kenesh. Candidates who are civil servants, regardless of the type of public service (civil, military, law enforcement, diplomatic), municipal employees, media workers, suspend the execution of official powers from the moment they are nominated.
"The CIS mission has begun its work, which involves members of the Inter-Parliamentary Assembly. About 120 observers are expected to take part in these efforts," noted Yevgeny Kozyak.
