Bishkek, Jan. 29, 2019. /Kabar/. A conference organized by the State Personnel Service (SPS) of the Kyrgyz Republic together with the Digital CASA - Kyrgyzstan project on “Digital Transformation of Human Resources Management in State and Municipal Service” was held at the Academy of Public Administration under the President of the Kyrgyz Republic (APAPKR).
The press service of the SPS of the Kyrgyz Republic reported that the conference was held within implementation of the Sanarip Kyrgyzstan - 2019-2023 Digital Transformation concept and brought together a large number of participants, including representatives of the President’s Office, the Parliament and the Government of the Kyrgyz Republic, leadership of the State Personnel Service, State Committee for Information Technology and Communications, state secretaries and heads of state and local government bodies.
At the event, special attention was given to the E-Kyzmat automated information system as the basis for the formation of e-Government. Director of the Infocom state-owned enterprise Talant Abdullayev spoke in detail about this. The E-Kyzmat system creates a single mechanism for personnel management at all stages of public service (admission, promotion, operation, dismissal). It is a system for collecting, processing, using information and exchanging data, ensuring the completeness, accuracy and efficiency of information support for making personnel decisions.
The National Digital Government Transformation Program was also presented at the conference, with a focus on digital skills and digital competencies of a state and municipal employee as part of the Digital CASA-Kyrgyz Republic project. The speaker was Advisor to the President of the Kyrgyz Republic Dastan Dogoev.
Deputy Director of the State Personnel Service Oleg Tarbinsky informed the participants about the achievements of the State Personnel Service together with the Infocom state enterprise regarding the creation of a unified database of state civil and municipal employees, the conversion of workbooks and personal records of employees into digital format.
At the end of the main part of the conference, panel discussions had been planned on how to improve the functionality of the E-Kyzmat system, as well as digital competencies for state and municipal employees.
