Construction of logistics center in Kyrgyzstan cancelled

Bishkek, Feb, 17, 2020. / Kabar /. At-Bashy Kyrgyz-Chinese Free Trade Zone company declared about closing of the project on construction of the Industrial, Trade and Logistics Center in Kyrgyzstan’s At-Bashy region.

In this connection the contract on allocating a plot of land in At-Bashy for the construction of the Industrial, Trade and Logistic Center is terminated, says in the press release of the Naryn Free Economic Zone.

"The contract for the lease of a 200-hectare land plot for a period of 49 years is terminated. Currently, we are preparing a letter to the Kyrgyz Government on the return of more than KGS 43 million previously paid by the investor in order to reimburse agricultural losses,” said Arthur Baiterekov, Director General of the Naryn Free Economic Zone.

The At-Bashi Kyrgyz-Chinese Free Trade Zone in the statement released after the closing of the project said that unfortunately, a negative attitude towards the project has developed among the residents of At-Bashy region, which is expressed in protest actions. “We believe that it is impossible to work on a long-term large-scale project in a situation where part of the local population opposes the construction of the logistics center and therefore we were forced to make a decision to close the project,” the statement said.

Today a protest action took place against the construction of an industrial and trade logistics center in At-Bashy village of Naryn Oblast, which borders with China. One more protest action was held on Feb.15.

The participants of the protest action demanded to cancel the decree on allocating 200 hectares of land in the Naryn FEZ and terminate the agreement on the construction of a logistics center.

According to data of the press service of the Naryn regional department of internal affairs, approximately 1,000 people participated in the protest action on Monday.

The investments in the construction of the At-Bashy logistics center are estimated at USD 275 million.

The project investor was At-Bashy Kyrgyz-Chinese Free Trade Zone LLC, whose founders are Liu Ying, Wang Xyiun and Emilbek Abdykadyrov.

The agreement on the construction of the At-Bashy logistics center on the territory of the Naryn Free Economic Zone was signed on June 13, 2019 at the Kyrgyz-Chinese business forum as part of the state visit of Chinese President Xi Jinping to Kyrgyzstan.

A capsule laying ceremony at the construction site of the new logistics center was held on Dec. 11, 2019. It was attended by Chinese Ambassador to Kyrgyzstan, Du Dewen and Prime Minister of Kyrgyzstan Mukhammedkalyi Abylgaziev.
