Bishkek, Nov. 6, 2018. /Kabar/. On November 8, a session of the Collective Security Council (CSC) of the Collective Security Treaty Organization will be held in Astana. The CSC includes the heads of the CSTO member states: Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia and Tajikistan.
Currently, the CSTO is chaired by the Kazakhstan side. The CSC is chaired by President of the Republic of Kazakhstan Nursultan Nazarbayev. During the session, the Republic of Armenia will be represented by Acting Prime Minister Nikol Pashinyan.
The country leaders will discuss a number of issues in a narrow format. The remaining agenda items will be considered at the plenary session, which will be attended by the foreign ministers, defense ministers and secretaries of the security councils of the CSTO member states, as well as the Acting Secretary General of the Organization, Valery Semerikov.
A joint meeting of the Council of Ministers of Foreign Affairs, the Council of Ministers of Defense and the Committee of Secretaries of Security Councils of the Organization will be held before the session of the CSC, during which 24 issues are expected to be discussed, 15 of which will be submitted for consideration of the country leaders.
The CSC members will discuss problems of international and regional security, the interaction of the CSTO member states in the format of the Organization and in the international arena. It is planned to adopt the Declaration of the Collective Security Council of the CSTO, which reaffirms the determination to continue to coordinate the foreign policy positions of the CSTO member states and to ensure the achievement of the goals of the Organization to maintain peace and create favorable conditions for the comprehensive development of our countries.
The draft statement of the heads of the CSTO member states on coordinated measures in relation to the parties involved in armed conflicts on the side of international terrorist organizations is in the Agenda of the session of the CSC.
It is planned to submit draft for consideration by members of the CSC, Decisions on the Legal Registration of the Status of the Observer to the Collective Security Treaty Organization and the Partner of the Collective Security Treaty Organization, as well as the Decision on the Regulation on the Crisis Response Center of the Collective Security Treaty Organization, which defines the tasks, functions, organizational and legal basis of the Center.
During the session, the Collective Security Council will consider the appointment of the Deputy Chairman of the Government of the Russian Federation Yuri Borisov as Chairman of the CSTO Interstate Commission for Military-Economic Cooperation.
It is expected that an Action Plan for the development of a coordinated information policy in the interests of the CSTO member states and a Plan for the development of a collective system to counter illegal migration for the period till 2025 will be signed.
The issues of further improvement of the military component of the Organization and the draft Regulation on the Coordination Council of the heads of the relevant authorities on countering illicit drug trafficking of the CSTO member states will also be considered.
The CSC will decide on financial support for the activities of the CSTO working bodies in 2019.
Considering that in 2018-2019 CSTO chairmanship passes to the Kyrgyz Republic, President Sooronbay Jeenbekov will announce priorities of Kyrgyzstan for the period of his chairmanship in the next intersessional period during the session.
