Bishkek, Sept. 22, 2018. /Kabar/. Member of the Kyrgyz Parliament Ainuru Altybaeva proposed to create Women's Peace Corps to stimulate the full participation of women in the processes of peacebuilding in the Tauride Palace, St. Petersburg, within the framework of the inter-parliamentary dialogue entitled "Women for Global Security and Sustainable Development".
Altybaeva touched on the role of female parliamentarians in ensuring global security, sustainable development, and peacekeeping. Altybaeva noted that the designated topic of the forum is particularly relevant at the present time, as issues of global security, challenges and threats, as well as sustainable development are acute in the international community, and women, in turn, have considerable potential and influence in resolving them.
She said that as the world practice and our own historical experience show it is women who are at the head of the administration during political instability, in other difficult periods, and take responsibility for the decision of state, and respectively, in turn, global significance (Kurmanjan Datka, Roza Otunbaeva).
Woman is a balance, a factor of the system of checks and balances, who is inherently capable of making comprehensive and humane decisions, that is why, according to the established practice, women hold a dominant position in many social blocks, such as education, health care”, Altybaeva said.
"However, as we know, in order to influence security issues, the presence of women in this area is not enough, since security includes not only social blocks, but also the sphere of law-enforcement bodies, higher state political institutions that provide not only for the status of women at the level technical performance of tasks, but also at the level of decision-making”, the MP considers.
Altybaeva told that a comparative analysis of the legislation was conducted specifically to demonstrate the importance of institutionalizing the status of women in key state positions. Thus, it is at the decision-making level that women have the opportunity to participate in the processes of discussing security sector issues, as is clearly demonstrated, for example, by the work of the Kyrgyz Parliament. Female parliamentarians, on a daily basis, in committees, factions and plenary sessions of the Parliament raise pressing issues of national security, such as ensuring cybersecurity, environmental and food safety, counteracting terrorist activity, as well as other global challenges and threats of the present.
Today's women's forum is an excellent interstate dialogue for discussing pressing global security issues, for developing recommendations and decisions that can later be adopted by national legislation, with the participation of ourselves, female parliamentarians, the MP said.
In order to consolidate women's efforts, Altybaeva suggested:
• Creation of Women's Peace Corps necessary to stimulate the full participation of women in peacebuilding processes;
• Creation of Women's Fund to support women's initiatives, gifted and talented girls, and successful women, Altybaeva said.
