Deputy Parliament speaker about implementation of Action Plan for building Open Parliament

Bishkek, Dec.20, 2019 /Kabar/. Today, Dec. 20 at the Annual Conference on the interim results of the Open Government, Deputy Speaker of the Jogorku Kenesh of the Kyrgyz Republic Aida Kasymaliyeva told about the implementation of the Action Plan for building the Open Parliament for 2019 - 2020.

According to the press service of Jogorku Kenesh, she informed that the first Action Plan for building the Open Parliament was jointly developed by deputies and civil society representatives. It includes eight commitments. In particular, these are:

- Systematization and improvement of mechanisms for involving citizens in discussions of draft laws;

- Building a dialogue between the Jogorku Kenesh and civil society;

- Introduction of the practice of civil society participation in the processes of assessment of the Jogorku Kenesh of the implementation of laws, programs and activities of state bodies reporting to the Parliament;

- Strengthening interaction and dialogue between the Jogorku Kenesh and local communities;

- Simplifying procedures for access to the building of the Jogorku Kenesh and organizing excursions;

- Improving Parliament’s report to the public and improving information on planned activities for the year;

- Informing citizens about the functions and tasks of Parliament;

- Monitoring and evaluation of the implementation of the National Action Plan for the construction of an Open Government by the Government of the Kyrgyz Republic.

"Regarding the public discussion of the draft laws, I would like to note that here it was necessary to create a single portal for all developed projects of the regulatory legal acts, which would allow citizens to make their comments, as well as to receive an answer to them. Currently, there is a technical task, the Center for Business and Innovation company has been selected, which is already engaged in its development," Aida Kasymaliyeva said.

The deputy speaker added that the Jogorku Kenesh approved a Methodical Guide for assessing the implementation of laws and piloted it in two committees. Consultations were held with civil society organizations on timely notification of citizens on upcoming meetings and issuance of permits. A working group was established to consider amendments to the Jogorku Kenesh’s Regulation.
