Digital transformation in Kyrgyzstan

Digitalization is a process that requires significant costs and not only financial, but also time. However, the gradual build-up of digital technologies in the country is changing the lives of citizens and the state as a whole for the better. This year, exactly in the summer, the issue of digital transformation was once again raised. In July, the Decree "On further measures of digital transformation of the Kyrgyz Republic" was signed. The president of Kyrgyzstan outlined the priorities and prospects of digitalization in the republic. By the decree the a Supervisory Board on Digitalization Issues under the President was formed.

No matter how it sounds, the pandemic in the current and previous years served as a significant impetus for digitalization. This is a compulsory measure that protects citizens and makes life easier for them in the context of the coronavirus pandemic. For example, at the peak of the pandemic, interactive maps were created that helped the population to find, for example, free beds in hospitals or in the search for drugs. The increasing popularity of various food delivery applications is also a good example. With the improvement of the situation, all services that were created during the exacerbation of the pandemic remain relevant.

One can also add here the creating online queues for hospitals. As part of the vaccination campaign in order to provide the population with convenient ways to be registered for vaccination, at that time the Ministry of Health and Social Development launched an online registration service for citizens wishing to be vaccinated.

Similar online recordings are appearing in other government agencies. Such mechanisms can help significantly save time and plan the schedule.

In addition, digitalization also helps labor migrants to find a job. The application “Work without Borders” has appeared, which, in addition to looking for job in the EAEU, protects migrants from deception and unscrupulous employers.

“The fact that a digital platform is being created is encouraging. Our people will be more protected. They will be able to find a job from home and not go anywhere, but go with certain conditions. In Armenia, people shared that the EAEU is a convenient platform and digitalization was good for them. I think that this needs to be developed further,” deputy Yevgenia Strokova said during a conference to discuss this application.

Digitalization also helps to eliminate bureaucratic processes that play into the hands of all participants in the process. In summer, the State Tax Service reported on the work for the year after the introduction of digital processes. Following the results of one year of introducing new digitalization components, an additional KGS 8 billion were collected in the form of taxes.

“In addition, we plan to transfer about 40 business processes to electronic format. There are plans to automate the registration of entrepreneurs. Some types of tax control have been transferred to electronic format. A product traceability program will be launched in a pilot mode. In general, the work is underway. Those components that have already been launched have shown not only positive results in tax collection, but also simplified many procedures,” Deputy Chairman of the State Tax Service Adilet Dubanaev said.

It should be understood that the digitalization process will affect not only Kyrgyzstan, but the region as a whole. By now, there are already agreements between the countries within the EAEU. At a meeting of the Eurasian Intergovernmental Council, which took place on August 20 in Cholpon-Ata, Issyk-Kul region of Kyrgyzstan, it was decided to form a high-level working group on digital transformation.

“The creation of a working group is an important and necessary tool for developing coordinated solutions and approaches to digital transformation in the EAEU. Mainly it is about the Agreement on the circulation of data. The working group will make it possible to more quickly develop and adopt uniform principles for effective data exchange within the Union,” said Gegham Vardanyan, Minister for Internal Markets, Informatization, ICT of the Eurasian Economic Council (EEC).

In addition to the Agreement on Data Turnover, the task of the a high-level working group on digital transformation will be to develop approaches for the implementation of priority areas of the digital agenda, digital transformation of economic sectors, markets for goods, services, capital and labor, as well as the development of digital infrastructure in the countries of the Eurasian Economic Union.

In addition, the Harmonized System for Description and Coding of Goods will come into force from January 1, 2022, which is the international basis for the unified Commodity Nomenclature for Foreign Economic Activity of the Eurasian Economic Union. At the same time, the rates of import customs duties have been kept at the current level and fully take into account the tariff obligations within the framework of the World Trade Organization.

The EEC Council also approved the implementation of the project Creation of an information and communication showcase of national services of the ecosystem of digital transport corridors, which will allow the formation of a digital infrastructure for the implementation of the ecosystem of digital transport corridors of the Union and organize the interaction of national elements of digital services with users.

These are not all projects that have been implemented in a year. But even they demonstrate that digitalization is an important element in the modern world. The patience is needed, as many projects take time, but their implementation is invaluable, as evidenced by the projects already underway.
