Bishkek, May 27, 2022 / Kabar /. The leading e-commerce associations of the EAEU countries will create the Unified Eurasian Internet Commerce Association. The corresponding agreement was signed on the sidelines of the Eurasian Economic Forum in Bishkek, the Eurasian Economic Commission (EEC) press service reported.
“Last autumn, the heads of governments of our countries approved a roadmap for creating favorable conditions for the development of electronic commerce, which includes, among other things, the development of a draft relevant international agreement,” recalled Andrey Slepnev, Minister for Trade of the EEC, during the session “Electronic commerce: the backbone of the infrastructure of a unified EAEU market.
One of the novelties of the roadmap was the creation of voluntary e-commerce associations in the Union, designed to develop rules for their participants on the basis of self-regulation, as well as protect the interests of citizens and entrepreneurs.
The minister stressed that today, against the backdrop of a drop in the volume of foreign e-commerce due to the restrictions being introduced, new opportunities for the development of the industry within the intra-union contour are emerging. However, the existing legal regulation at the EAEU level does not accurately take into account the specifics of electronic commerce, and the creation of a multidirectional national legal framework in the Union countries may lead to the emergence of mutual barriers.
The proposals for inclusion in the e-commerce agreement were the formation of universal approaches to the functioning of the single market, empowering the Union with the competence to develop basic rules, observing the principle of non-discrimination in protecting the rights of e-commerce participants and regulating data circulation, as well as the use of electronic documents.
“For our part, we are ready to prepare the necessary legal framework. And we offer businesses to conduct technical interaction on the remaining issues on their own, for example, within the framework of interaction between associations,” Andrey Slepnev concluded.
Intra-Union e-commerce has shown steady growth over the past few years. According to expert estimates, in 2020 it amounted to about 502 million US dollars, and in 2021 it is already about 781 million US dollars.
