The Eurasian Economic Commission (EEC) has completed the domestic procedures necessary for signing the Treaty on Trademarks, Service Marks and Appellations of Origin of Goods of the Eurasian Economic Union (EAEU), Director of the Business Development Department of the Eurasian Economic Commission (EEC) Galiya Dzholdybaeva told at a press conference at TASS.
At a press conference, representatives of the EEC, the Ministry of Industry and Trade of the Russian Federation, Roskachestvo and the Anti-Counterfeit international association, announcing the Anti-Counterfeit 2018 international forum, reported on the joint work of the government and business to combat illegal trade in goods, the press service of the EEC reported.
“By the end of this year, it is planned to sign Treaty on Trademarks, Service Marks and Appellations of Origin of Goods of the EAEU. We have already completed domestic coordination. The agreement will allow to introduce simple, inexpensive procedures that will ensure effective protection of right holders in the territory of the EAEU from unfair competitors, and will increase the investment attractiveness of the EU market,” Dzholdybayeva said.
She added that the document will simplify and speed up the procedure for registering trademarks, as well as eliminate redundant administrative barriers.
In addition, Dzholdybayeva recalled that the EAEU Customs Code, which entered into force in early 2018, provides for the maintenance of a single customs register of intellectual property and protection of rights concerning objects included in it.
“The rules for maintaining a single customs register were approved in March, and now we are working on creating software products that will ensure this process, including interaction with the right holders and customs authorities in electronic form,” she said.
A single registry will be maintained by the Commission. Right holders will only need to submit one application to obtain protection against the importation of counterfeit goods by all customs authorities of the Union states. The term for inclusion in the unified customs register will be 36 working days, a fee for this will not be charged.
The Director of the EEC Department said that the protection of intellectual property rights, improving the efficiency of identifying and stopping the circulation of counterfeit goods will be addressed at a special session of the Anti-Counterfeit 2018 forum.
“Given the active development of e-commerce and the gradual substitution of traditional trade, this year, when discussing law enforcement practices, we will focus on the specifics of the fight against intellectual property violations in the conditions of e-commerce,” she said.
The session will be attended by representatives of law enforcement and administrative bodies of the EAEU states, business and science. Following the discussion, it is planned to prepare recommendations on how to improve the efficiency of protection of rights to intellectual property and create a favorable business and investment climate in the territory of the EAEU.
From November 19 to November 21, the Anti-Counterfeit 2018 international forum will be held in Moscow for the sixth time. This is an open platform for communication of representatives of international organizations, government agencies, businesses and the public on the most important issues of protecting the rights to intellectual property, as well as countering the illegal circulation of industrial and agricultural products within the framework of the Eurasian Economic Union. At the forum, current issues are discussed and proposals for their resolution are developed. The event is organized by the EEC, the Government of Russia, and the Anti-Counterfeiting International Association.
