The week was not the busiest one, and there was not a lot of positive news. Sugar producers and suppliers have said they will make efforts to contain prices, the new Tax Code will be aimed at supporting businesses, and gas stations in the country will now repord their sales online.
At the same time, a noticeable increase in prices for meat and dairy products was noted, issues of interaction between the republic's IBC and the banking system in countering the financing of terrorist organizations were discussed.
In general, the events of the week were not the most rosy.
Sugar price has grown. It was announced this week that the annual rise in the price of sugar in Kyrgyzstan amounted to 45.9%.
The State Antimonopoly Service of the Kyrgyz Republic explained that in April 2020 the price per kilogram of sugar was KGS 44.4, in the same year the price increased to KGS 64.8.
New taxes. The introduction of the new Tax Code of Kyrgyzstan was announced this week. In comparison with the previous code, a number of simplifications for business will be introduced into it.
Deputy Minister of Economy and Finance of the Kyrgyz Republic Bekbolot Aliyev said that it is planned to register the following points for business:
- simplification of the fulfillment of tax obligations;
- minimization of capital and operating costs for the fulfillment of tax obligations of all participants;
- simplification, automation of reporting and contact with tax officials;
- elimination of unfair competition and protection of domestic producers;
- the possibility of increasing the export of products to third countries and member states of the EAEU.
Requirements for the gas station. It was announced this week that gas stations in Kyrgyzstan should send the code of the goods being sold to the State Tax Service of the Kyrgyz Republic online.
At the same time, it is required that the cash register receipt issued at the gas station to customers, according to the technical requirements for the cash register, must contain a number of information, including the product code and the product labeling sign.
Gas stations in Kyrgyzstan have been using an automated control system and cash register machine with the function of printing on the cash register receipt of information about the fuel sold (name, EAEU nomenclature of goods subject to foreign trade code, quantity, price per 1 liter, total price) from July 1, 2020, and transferring these data to the tax body online. This rule is implemented within the framework of the SMART Salym project of fiscalization of tax procedures.
Banking. The IBC Financial Market Committee discussed this week the possibility of amending the legislation of the Kyrgyz Republic in the field of combating the financing of terrorist activities and legalization (laundering) of criminal proceeds.
The discussion was attended by representatives of the banking sector, financial institutions, as well as government financial institutions, including the National Bank of the Kyrgyz Republic and the State Financial Intelligence Service under the Ministry of Economic Finance of the Kyrgyz Republic.
Representatives of commercial banks suggested ways to improve the country's legislation in this area, since foreign correspondent banks pay close attention to this issue when conducting internal control in commercial banks of Kyrgyzstan.
Sugar supply. It was announced that at present there are sugar reserves in the domestic market of Kyrgyzstan for 3.5-4 months.
According to data of Minister of Agriculture, Water Resources and Regional Development Askarbek Dzhanybekov, by the end of 2020, Kyrgyzstan was provided with its own sugar by 56%.
“It turns out that there is a 44% deficit before the new harvest. Now in the domestic market of the country there is a sugar reserve of about 3.5-4 months. But, nevertheless, in order to close the deficit, we turned to the EAC commission to give us permission to import from outside our economic zone. We have received approval for 40 thousand tons of white sugar and cane. We will also be able to regulate ourselves what percentage of cane and sugar we buy. And the population of the country will be provided with sugar by 100%,” the minister said.
Import of livestock. The productivity of farm animals leaves much to be desired, Minister of Agriculture, Water Resources and Regional Development Askarbek Dzhanybekov said this week.
He said that problems in animal husbandry in the country require intervention.
“Productivity for milk and meat of agricultural animals is very low. Therefore, in order to stimulate the import of agricultural animals, which will be higher in productivity, milk yield and meat quality, we have proposed changes to the Tax Code, which provides for the removal of VAT on the import of agricultural animals. This makes it possible to optimize prices for agricultural animals and create comfortable conditions for farmers,” the minister said.
More expensive meat. It was announced this week that retail prices for meat in Kyrgyzstan increased by an average of 27% over the year.
According to data of the National Statistics Committee of the Kyrgyz Republic, the results of daily monitoring of average consumer prices for basic socially significant products, carried out by the National Statistics Committee in 18 settlements of the republic, showed that as of April 22 of this year, prices for beef in the republic on average amounted to KGS 450.31 and compared with the same date last year increased by KGS 89.11, or almost 25%, and the prices for mutton, respectively, amounted to KGS 449.67 per kg and compared with the corresponding period of 2020 increased by 29%.
