During the week, such events took place in the economic life of Kyrgyzstan: a dispute arose over a loan for the construction of a road on Issyk-Kul regarding interest for payment, the possibility of such a large project as CASA-1000 and possible benefits for Kyrgyzstan, current information on the volume of GDP and external trade of the Kyrgyz Republic, as well as a proposal for pension reform, to complete harvesting in the country and its volumes, and about the export of goods from Kyrgyzstan. In general, the week turned out to be quite stable, in contrast to the country's social and political life over the week.
Credit for the road. This week, the Committee of the Parliament of the Kyrgyz Republic on Transport, Communications, Architecture and Construction approved a draft Agreement between the Kyrgyz Republic and the Arab Coordination Group on a loan for the reconstruction of part of the Issyk-Kul ring - from the village of Korumdu to the village of Balbai Baatyr (104-184.5 km).
According to Deputy Minister of Transport and Roads of the Kyrgyz Republic Bakyt Berdaliev, the loan amount is USD 128 million.
However, during the discussion, a number of deputies called on the Government of the Kyrgyz Republic to revise the interest rate on loans downward, since at the moment, rates of 2-2.5% for a period of 25 years are unacceptably expensive.
Deputy Ulugbek Ormonov added that while the Agreement has not been submitted for ratification, but for approval, the negotiation process can be resumed so that the Arab Fund accepts credit conditions acceptable to the Kyrgyz side.
Electric billions. Within the framework of the CASA-1000 project, Kyrgyzstan will earn more than USD 1.5 billion during 15 years.
Akylbek Tyumenbaev, Executive Director for Project Development of the National Electric Network of Kyrgyzstan OJSC said that this week Electric Stations will earn USD 1.2 billion, and National Electric Network will earn USD 322 million. The cost of exported electricity will be 5.42 cents per 1 kV / h.
Ulan Orozoyev, Deputy General Director of Electric Stations OJSC said that according to the agreement, Kyrgyzstan has the right to maneuver in conditions of high water and low water.
Afghanistan and CASA. Afghanistan is ready to provide 100% protection of power lines in the framework of the CASA-1000 project.
This week, Executive Director of the National Electric Network of Kyrgyzstan Akylbek Tyumenbaev announced that the agreement on the project between the four countries provides for force majeure.
“Recently there was a meeting of a group of all countries participating in the project. Each country has committed itself to providing 100% power lines. The Afghan authorities also made such commitments,” he explained.
The volume of GDP. The gross domestic product of Kyrgyzstan in January-November 2019 amounted to more than KGS 513 billion and increased by 4.9% compared to January-November 2018.
According to data of the National Statistics Committee, this week excluding enterprises developing the Kumtor deposit, the volume of GDP in January-November 2019 amounted to about KGS 459 billion and increased by 3.5%.
The volume of industrial production amounted to about KGS 250 billion and increased by 9.6% due to an increase in the production of metal ores (by 29.4%), textile production (by 19.4%), and production of basic metals (by 18.9%) , clothing (by 18.0%), production of crude oil and natural gas (by 13.1%), coal (by 7.1%), production of other non-metallic mineral products (by 6.7%), as well as food products (4.0%).
Foreign trade in 2019. The foreign trade turnover of Kyrgyzstan in January-October 2019 amounted to USD 5.6.
According to data of the National Statistics Committee of the Kyrgyz Republic, compared with January-October 2018, it decreased by 2.1%, while export deliveries increased by 14.1%, and import receipts, on the contrary, decreased by 7.2%.
The volume of mutual trade between the republic and the EAEU member states in January-October 2019 amounted to USD 2,185.0 million, and compared to January-October 2018, it decreased by 3.8 percent.
Pension reform. This week, Chairman of the Social Fund of the Kyrgyz Republic, Meder Irsaliev, spoke about the upcoming reform in pension policy. He said that during 8 months a group of experts worked in three directions, namely in matters of pension and tariff policies, in the funded system and pensions for military personnel.
“On November 25, a final meeting was held, where it was determined in which areas changes are expected. The first is for tariff fees. This applies to farmers, private entrepreneurs of medium and small businesses in the direction of reducing insurance premiums. An early retirement pension will also be considered. We have about 17 types of retirement. If for men the pension age is 63 years old, for women - 58 years old. There are conditions when they can go to pension at 60 and 58. We need to review these specific categories,” Irsaliev said and noted that we are only talking about the able-bodied category of citizens.
About the harvest-2019. It is officially announced that this week the harvesting of the main types of agricultural crops has completed in Kyrgyzstan.
According to data of the National Statistics Committee of the Kyrgyz Republic, 552.2 thousand hectares of grain crops (excluding legumes, rice and buckwheat) were harvested, 1,845.6 thousand tons, or 1.1% more, were threshed (initially added weight).
Compared to the same date last year, the gross barley yield in the country as a whole increased by 6.8%.
The production of fruit and berry crops in the republic increased by 5.3%.
At the same time, potato production as of November 22 of this year in relation to the corresponding date of last year decreased by 5%.
Gross wheat harvest compared to the same date last year decreased by 4.4%.
Cotton production in the country as a whole increased by 8.3%.
Kyrgyz export. It was announced that in January-October 2019, the volume of exports of goods of Kyrgyzstan amounted to USD 1563.6 million and increased by 14.1%.
According to data of the Government, the increase in exports is due to an increase in exports of gold by 1.6 times, tobacco and tobacco products - by 2.4 times, meat and meat by-products - by 2.1 times, fertilizers - by 1.7 times, ceramic products - 1.7 times, vegetables - 1.5 times, fruits and nuts - 39.1%, cement - 37.2%, ores and concentrates of precious metals - 17.6%.
In January-October 2019, imports of goods amounted to USD 4059.1 million and decreased by 7.2%. The decrease in the volume of import revenues compared with January-October 2018 is due to a decrease in the import of leather products by 2.3 times, garments and accessories - by 1.8 times, shoes - by 1.5 times, chemical threads and fibers - by 27.9%, sugar and confectionery from sugar - by 25.6%, oil and oil products - by 19.4%, plastics and products from it - by 11.0%, rubber and products from it - by 7, 8 %.
The trade deficit amounted to USD 2,495.5 million and decreased by 17%. A reduction in the trade deficit indicates an improvement in the trade balance by increasing exports and reducing imports.
