There are requirements for maintaining social distances when visiting health centers, public catering facilities, and entertainment centers. However, all the prescriptions of doctors are not so strictly followed. And it was precisely this week that there was a peak of the growth in the number of patients with coronavirus in Bishkek. Nevertheless, this week the Ministry of Economy of the Kyrgyz Republic discussed with the Iranian ambassador prospects for accelerating trade and economic relations, a ban on bankruptcy, as well as accepting applications for funds from the Green Fund was announced. At the same time, the State Tax Service wants to conduct an inventory of taxpayers in the country. Business life in the regions is also gaining momentum. Issyk-Kul Oblast is open for those who want to relax, and new social facilities are going to be commissioned in Osh Oblast. Ban on bankruptcy. This week it was announced that a moratorium on compulsory bankruptcy of enterprises was introduced in Kyrgyzstan.
According to the order of the Government of the Kyrgyz Republic from May 29, 2020 until the end of the year, the Bankruptcy Department of the Ministry of Economy of the Kyrgyz Republic suspended the initiation of bankruptcy proceedings against business entities affected by the coronavirus pandemic.
This order is aimed at assisting business entities whose insolvency is connected with the current situation, that is, those who suffered during a lockdown.
It is known that the bankruptcy process can be initiated both by the debtor (voluntary bankruptcy) and by creditors (forced bankruptcy).
Green Fund. The Ministry of Economy of the Kyrgyz Republic announced about beginning to accept applications for the accreditation of national organizations in the Green Climate Fund.
The Green Climate Fund is a fund established under the UNFCCC as the operational body of the Financial Mechanism to assist developing countries in adaptation and mitigation practices to combat climate change.
Access to funds of the Green Climate Fund can be made through accredited multilateral international organizations that are responsible for assisting in the development and design of projects, for their approval, monitoring and reporting on behalf of countries.
Inventory. The territorial tax authorities of Kyrgyzstan intend to quickly conduct an inventory of local tax payers.
During a conference call with the participation of the heads of structural units of the central office and territorial departments of the State Tax Service, its head Kabyl Abdaliev, discussed with the participants topical issues of tax administration and the implementation of projects to fiscalize tax procedures.
The local tax authorities should take an inventory of all local tax payers within two weeks, with a specific indication of the area of property, rates and ratios, which is necessary for accurate calculation of the amount of tax.
Chui Oblast is in quarantine. In January-April 2020, 1 million 996 thousand soms of investments in fixed assets were attracted for the development of the economy and social sphere of Chui Oblast.
Svetlana Volkova, vice governor of Chui Oblas said that the main source of financing for capital investments is the fund of population, which amounted to 1 million 465.8 thousand soms or 73.4% of the total investment.
“Means of direct investment amounted to 300 million soms, funds of enterprises - 132 million soms. The bulk of investments today is directed at housing construction, trade, mining, as well as providing, supplying electricity and gas, and manufacturing,” Volkova said.
Trade in Issyk-Kul. Issyk-Kul will be able to sell and export fruits, in case of observing sanitary rules.
Akylbek Osmonaliev, the governor of the oblast explained this week that until now, farmers could work without any restrictions.
“The question here is whether they comply with sanitary requirements. If hygiene is observed, there will be no prohibitions,” he assured.
Tourist season starts. Tourist facilities in Issyk-Kul are preparing for opening.

Launching social facilities. Osh Oblast region plans to commission 19 objects of social significance by the end of the year.
Governor of Osh Oblast Uzarbek Zhylkybaev said that it was originally planned to put these 19 objects into operation at the beginning of the year.
“We are planning to commission these facilities. In addition, work has begun at many sites. Projects are underway for water supply, the construction of schools and kindergartens. These are projects financed from the republican budget. There are also projects financed from the local budget or international organizations,” he said.
