Food security. The head of the Ministry of Emergency Situations of Kyrgyzstan Boobek Azhikeev offered this week to sell 10 thousand tons of flour provided by Kazakhstan to buy grain.

He announced the proposal at a meeting of the Cabinet of Ministers of the Kyrgyz Republic.

This year the government planned to buy 150 tons of grain from farmers. However, due to the lack of irrigation water, yields may decrease, and there is a risk that the harvest of grain will be insufficient, the ministry said in a statement.

Zero VAT. By the Resolution of the Cabinet of Ministers of the Kyrgyz Republic of June 24, 2021, a value added tax rate of 0 percent is established from July 1, 2021 for a number of goods on taxable supplies and taxable imports.

According to the State Tax Service of the Kyrgyz Republic, the decision was made in order to stabilize market prices for food products and provide support to business entities.

In particular, this rate applies to the following goods:

- for the period from July 1 to August 31, 2021 - granulated sugar imported to the Kyrgyz Republic from the EAEU member states (EAEU nomenclature of goods subject to foreign trade code 1701) and vegetable oil (1512),

- for the period from July 1 to December 31 - imported farm animals (horses (code 0101), cattle (0102), pigs (0103), sheep and goats (0104), poultry (0105).

Gold medal. Kyrgyzstan received the Gold Future Policy Award 2021 this week.

According to the Ministry of Economy and Finance of the Kyrgyz Republic, 5 legislative acts in the field of safe management of chemicals and waste in Kyrgyzstan were awarded the Future Policy Award 2021.

The award, often referred to as the Best Policy Oscar, recognizes the most effective policy decisions that minimize the negative impact of chemicals on human health and the environment.

Out of 55 nominated politicians from 36 countries, 2 gold and 3 special winners were selected.

Electricity consumption. According to the operational data of the Central Dispatch Service of the National Electric Grid of Kyrgyzstan OJSC, in June 2021, electricity consumption in the Kyrgyz energy system amounted to 934 million 673 thousand kWh.

At the same time, it is noted that in 2020 for the same period, consumption amounted to 846 million 769 thousand kWh.

To connect two FEZ. Minister of Foreign Affairs of the Kyrgyz Republic Ruslan Kazakbaev paid an official visit to the Republic of Azerbaijan. Within the framework of the visit, the minister held a meeting with chairman of the board of the authorized structure of the Alyat Free Economic Zone (FEZ) Valekh Aleskerov.

Kazakbaev informed about the interest of the Cabinet of Ministers of the Kyrgyz Republic in studying and adopting experience in the preparation of a regulatory framework for attracting large foreign investments and creating the necessary conditions and guarantees for investors, the report said.

In turn, the chairman of the board spoke in detail about the Alyat FEZ and the extraterritorial nature of the legislation of the FEZ. “Its specificity is its focus on high technologies, a world-class business environment and export of the knowledge economy,” he said.

The minister proposed to establish bilateral ties and mutually beneficial business cooperation between Alyat FEZ and Bishkek FEZ both at the level of governing structures and at the level of subjects of foreign economic activity, as well as to discuss issues of increasing trade and investment volumes.

Prices are going up. As of June 30 of this year, prices for sunflower oil on average in Kyrgyzstan amounted to KGS 181.77 per kg and increased by 2.6% compared to the previous month, while prices for cottonseed oil amounted to KGS 176.26 per kg and increased by 3.8%.

The State Agency for Antimonopoly Regulation under the Ministry of Economy and Finance of the Kyrgyz Republic, within the framework of the government decree of the Kyrgyz Republic dated May 4, 2021, No. 184, which introduced state regulation of prices for granulated sugar and sunflower oil, carried out a number of measures.

Also, by the decree of the Cabinet of Ministers of the Kyrgyz Republic No. 42 of June 24, 2021 from July 1 to August 31 of this year. Zero VAT rate is applied to sugar and vegetable oil imported and sold on the territory of Kyrgyzstan.

In this connection, the State Agency is working with large retail chains (Narodny, Globus, Frunze), which will adjust the prices for these socially significant products downward.

GDP and China. An increase in exports of fruits and vegetables to China may become a potential source of growth in the country's gross domestic product (GDP) and a segment of the Russian market.

The Ministry of Agriculture of the Kyrgyz Republic said that an increase in the volume of exports of fruits and vegetables can significantly accelerate economic growth in exporting countries, create jobs, strengthen the material and technical base and increase the level of income in rural areas. In addition, it will enable smallholder farmers to be included in the creation of the value chain, the report said.

It is noted that within the framework of the World Bank's Economic Development of Regions Project in Osh oblast and Osh city implemented by ARIS, under the auspices of the Ministry of Economy and Finance and the Ministry of Agriculture of the Kyrgyz Republic, a value chain will be created and developed in the cultivation of fruits, berries and vegetables.

As a result, the development of intensive horticulture, the development of greenhouses is expected using innovative resource-saving technologies with the use of advanced technologies that contribute to increasing the processing and export potential of agricultural products, the statement said.

Roseximbank and Kyrgyzstan. It was announced this week that Russia's Roseximbank will open a USD 27 million financing line for new Kyrgyz-Russian projects.

According to the statement of the head of the Russian-Kyrgyz Development Fund Artem Novikov, such an agreement was reached following his meeting with Chairman of the Board of Roseximbank Talibov Azer Mutalim oglu.

He assumes that this decision will give impetus to deepening Kyrgyz-Russian cooperation.
