Despite the political upheavals in society, business life continues. The new government in every possible way goes to meet business and holds many meetings with the business sphere. In general, the actions of the authorities are aimed at the earliest possible stabilization in society and thereby enable entrepreneurs, as well as the entire society, to return life to a normal course. The business community is trying to get more attention from the new authorities to their already considerable problems in the new conditions after the October events, amplified by the second wave of coronavirus.
In general, the events of the week were held with the participation of government agencies, which are working hard to provide assistance to the country's business sector.
Agreement with Gazprom. This week, the State Committee for Industry, Energy and Subsoil Use of the Kyrgyz Republic signed an Agreement between Gazprom Kyrgyzstan LLC and Kyrgyzteploenergo State Enterprise on the supply of natural gas to the Kyrgyzteploenergo State Enterprise branches, and at the same time a very significant problem was resolved.

There were previously problems with the supply of heat generated by the gas boiler houses of the branch of the State Enterprise "Kyrgyzteploenergo" since the gas boiler houses could not start work due to the refusal of the gas supplying organization to supply gas due to the existing significant debt of the Kyrgyzteploenergo to the Gazprom Kyrgyzstan LLC, according to the State Committee for Industry, Energy and Subsoil Use.
It should be noted that a significant amount of heat generation by heat supply branches is carried out using natural gas, where there are 20 boiler houses, which generate 35% of the total heat generation.
New chairman. Nurlan Mamytov has been appointed the new head of the Russian-Kyrgyz Development Fund (RKDF). The corresponding decree was signed by Acting President, Prime Minister of the Kyrgyz Republic Sadyr Zhaparov.

First Vice Prime Minister Artem Novikov introduced the new head of the RKDF, Nurlan Mamytov, to the staff and noted that the activities of the RKDF, as an international organization, play an important role in the country's economy and the new chairman has an important task - to continue supporting economic projects important for the country.
“I hope that RKDF, as a development institution, will continue its progressive work to modernize the economy of the Kyrgyz Republic,” he said.
Nurlan Mamytov, in turn, noted that he will make every effort in the new post to give more dynamics to the work of the Fund, while maintaining the quality of the portfolio and funded projects.
Earlier, the head of the RKDF was Aziz Aaliev.
Represent to the EEC. From now on, Kyrgyzstan in the Council of the Eurasian Economic Commission will be represented by First Vice Prime Minister of the Kyrgyz Republic Artem Novikov - the relevant notification was received by the Commission the day before.

According to the commission's website, in accordance with the order of the prime minister of the Kyrgyz Republic dated Oct. 19, 2020, Artem Novikov in his activities oversees the issues of financial and economic areas, investments and issues within the framework of the Eurasian Economic Union.
Remove restrictions. This week, during a meeting of the Business Development and Investment Council, President of the Association of Markets, Trade and Service Enterprises Damira Dootalieva said that at the Torugart and Irkeshtam checkpoints on the Kyrgyz-Chinese section of the state border, there is a restriction on the passage of goods from China.

She said that, this is the fourth season and there is a threat of disruption in the supply of goods. “We cannot understand what is the reason for the restrictions on trucks. If earlier 300 cars passed, now there are not even 30, they let to pass only up to 5 cars a day. The fourth season is on the verge of collapse. You know how the Irkeshtam checkpoint worked. I propose to create a delegation that should go to negotiations. If within three or four days the goods are not on the territory of Kyrgyzstan, it will be a disruption to the season and entrepreneurs will not be able to pay taxes,” Dootalieva said.
First Vice Prime Minister Artem Novikov, who participated in the meeting, said that consultations with the Chinese side are held daily through the Foreign Ministry, the Customs Service and the governor of Naryn Oblast. “Big negotiations are to be held in the near future. As for meetings with business representatives, tomorrow the chairman of the Customs Service will receive entrepreneurs. We are maximally ready to render assistance for the resumption of work,” he assured.
IBC’s offer. This week, at a meeting of the Business Development and Investment Council executive director of the International Business Council Askar Sydykov proposed to establish a moratorium on business inspections for 4-6 months.

He said that, the current situation in the country affected some enterprises not very well. The change of government in the country always leads to the intensification of inspections of business, and the IBC has prepared a number of proposals to support business in this difficult period for it.
“This is to create conditions for the restoration of enterprises that have suffered in recent events, constant security, explanatory work with the local population at the level of the country's leadership. The political crisis is passing and companies need to recover. And regarding inspections by law enforcement agencies, we propose to introduce a moratorium on inspections by fiscal authorities and prosecutors, at least for 4-6 months,” Sydykov said.
Customs and business. This week, the leadership of the Central Office of the State Customs Service of Kyrgyzstan held a meeting with the business community.

During the meeting, participants in foreign economic activity raised urgent problems. In particular, this is the restriction of the passage of trucks with goods from China through the Torugart and Irkeshtam checkpoints.
