Due to some stabilization of the general situation in the country, the business part of society gradually began to revive. Despite a series of personnel changes and new leaders in government structures, the tasks for government agencies remain the same - first of all, to ensure the smooth operation of enterprises and companies, to provide vital goods to the country's population, and to pay taxes on time. All important events of the week dealt with the tasks facing government agencies, including maintaining a stable exchange rate for the national currency in the country.
In general, the week passed under the sign of determination to achieve real stabilization of the situation in the country and the intensification of the work of government agencies, whose efforts are aimed at supporting the country's business stratum.
Call to Chinese. Ambassador of the Kyrgyz Republic to the People's Republic of China Kanayim Baktygulova, speaking at the high-level forum on the topic "Strengthening international agricultural cooperation for the development of modern agriculture", emphasized that the Government of Kyrgyzstan continues to improve the existing preferential policy for the development of agriculture in the regions of the country.

“Chinese investors need to take advantage of these favorable conditions created by the Government of the Kyrgyz Republic to launch joint Kyrgyz-Chinese projects in the field of agriculture and promote the export of ecologically clean agricultural products from Kyrgyzstan to China,” she said.
Amendments to Code. This week the Ministry of Economy of the Kyrgyz Republic initiated amendments to the Code of the Kyrgyz Republic on non-tax payments and sent the corresponding draft law for approval by the state bodies of Kyrgyzstan.
The purpose and objective of the draft law is to introduce amendments aimed at eliminating barriers to the implementation of support for entrepreneurship in the regions at the expense of regional development funds, as well as bringing it into line with the current legislation.

The regional development of the country needs additional sources of financing for the economic sphere at the local level, one of such sources may be funds from regional development funds. In particular, the project provides that the funds will be able to send part of their funds to the economic sector of their area on a return basis, in the form of implementing business projects that meet the goals of the programs for the socio-economic development of local areas, which in turn will increase the capital of regional development funds and allow implement a greater number of infrastructure and business projects.
Intervention again. The dollar rate has again risen in Kyrgyzstan. This week, the American currency was sold in commercial banks at 81.4 Kyrgyz som (KGS), having risen in price by KGS 1 per week.

Two weeks ago, the National Bank of the Kyrgyz Republic intervened to support the national currency and sold USD 17.1 million.
This week, the National Bank of the Kyrgyz Republic carried out another intervention to support the som exchange rate. In total, the National Bank of the Kyrgyz Republic sold USD 42.4 million.
Since the beginning of 2020, the National Bank of the Kyrgyz Republic has carried out 15 foreign exchange interventions in order to curb the depreciation of the som and a sharp increase in demand for the currency of other countries.
The problems of garment workers. This week the State Committee for Industry, Energy and Subsoil Use of the Kyrgyz Republic held a round table on the garment industry of Kyrgyzstan, where the development of the garment industry and the problems the sector faced during the COVID-19 pandemic and after the lifting of quarantine measures were discussed.

The event was attended by chairman of the State Committee for Industry, Energy and Subsoil Use Zhyrgalbek Sagynbaev, chairman of the Legprom Association Saparbek Asanov, representatives of the Ministry of Economy, the Investment Protection Agency and textile and clothing companies.
Chairman of the State Committee Sagynbayev, noted that the light industry always occupies a worthy place in the economy of Kyrgyzstan, domestic products are one of the important positions in the structure of export supplies.
“Unfortunately, this year, due to the COVID-19 pandemic, all sectors of the country's economy, including light industry, are going through difficult times. Many enterprises stood idle during the quarantine in April and May, experienced difficulties in supplying raw materials and exporting products. At the end of June and in July, when the number of people infected with the virus increased, many light industry enterprises were also forced to stop production, which could not affect the economic performance of the industry,” Sagynbaev said.
Financial supervision’s report. The State Service for Regulation and Supervision of the Financial Market this week reported on its work.
According to the head of the State Service, Arzybek Kozhoshev, over 15 years of its existence, it has intensified the reforms of the financial market to a certain extent, improved the activities of the financial system and developed measures to maintain its stability.

He said that the measures taken in the future will help to strengthen government regulation and supervision of non-bank financial institutions, the securities market, financial reporting standards and audit activities.
“Currently, we continue to work together with the business community to improve the investment climate and create a favorable environment for doing business in Kyrgyzstan,” he said.
Today, 66 legal entities carry out professional activities in the securities market of the Kyrgyz Republic, which have been issued 104 licenses for 7 types of activities.
The largest number of licenses issued for the implementation of:
- brokerage activities - 33,
- dealer activity - 29,
- activities related to maintaining the register of owners of securities - 19.
In the securities market, the trading volume amounted to KGS 6 million 979 thousand 862.1, which is 14.5% more compared to the same period last year – KGS 6 million 39 thousand 479.3.
Launching OSAGO. Compulsory motor liability third party insurance (OSAGO) is planned to be launched in Kyrgyzstan in 2021.

Arzybek Kozhoshev, chairman of the State Service for Regulation and Supervision of the Financial Market said that in the coming year it is planned to launch a compulsory insurance system for:
- vehicles owned by legal entities, including state bodies and local self-government bodies;
- owners of trucks with a total permissible maximum weight of more than 12 tons.
Currently, this bill is being signed by the President of the Kyrgyz Republic.
Efforts on taxes. This week it was announced that the State Tax Service of the Kyrgyz Republic will take all the necessary measures to efficiently and fully solve all the tasks set by the Government for the timely and maximum collection of taxes.

At the meeting of the board, the head of the State Tax Service Kabyl Abdaliev assured First Deputy Prime Minister of the Government of the Kyrgyz Republic Artyom Novikov that the State Tax Service will make every effort to fulfill the assigned tasks.
Novikov, during the discussion of the issue of collecting taxes and insurance premiums for 9 months of this year, noted the work of the State Tax Service in fulfilling the forecast indicators and at the same time pointed out a number of shortcomings and identified the priority tasks facing the fiscal authority.
Electronic queues. This week, the State Tax Service of the Kyrgyz Republic launched an electronic queue management and a self-service zone with computers in the "Single Window" of the tax authorities of the Pervomaisky and Sverdlovsk districts of Bishkek.

First Deputy Prime Minister of the Kyrgyz Republic Artyem Novikov, Chairman of the State Tax Service Kabyl Abdaliev, his deputy Shatemirov, employees of the tax authority and taxpayers of the region took part in the presentation of the new system in the Pervomaisk tax service.
Now visitors will be served on the principle of electronic queue management, which creates convenience in obtaining tax services.
