IMF mission. The mission of the International Monetary Fund (IMF) headed by Christian Jos will be in Kyrgyzstan until Oct. 3.
The purpose of the visit is to discuss the content and conditions of the new possible program, supported by the IMF, for Kyrgyzstan. During the visit, meetings will be held with members of the Government of the Kyrgyz Republic, the National Bank of the Kyrgyz Republic and other organizations.
This week there was a meeting of acting Chairman of the National Bank of the Kyrgyz Republic N. Zhenish with representatives of the IMF mission, during which the parties discussed prospects for further cooperation.
Taxes and Local Self Governments. The territorial tax authorities of Kyrgyzstan have concluded model agreements on transferring certain state powers in the field of tax legal relations with 133 local self-government bodies, including collection of property tax, land tax, tax on the basis of voluntary and mandatory patents, as well as tax control and recovery of tax debt.
Stable currency. The foreign exchange market remains stable in Kyrgyzstan, chairman of the National Bank of the Kyrgyz Republic Tolkunbek Abdygulov said.
Since mid-August there was an excess of demand for foreign currency over its supply in the domestic foreign exchange market.
"The National Bank conducted two interventions to smooth the sharp fluctuations in the exchange rate. In general, the domestic foreign exchange market remains stable. There are two reasons for the sharp jump in the dollar exchange rate in the country. The first is the growth of the dollar in the world market, the second is an internal factor," Abdygulov said.
Growth without Kumtor. Real GDP in January-August 2018 declined by 0.3%, but without taking into account the contribution of Kumtor, the country's economy grew by 2.1%.
Chairman of the National Bank of the Kyrgyz Republic Tolkunbek Abdygulov said that the economic activity in Kyrgyzstan is supported by the restoration of aggregate demand amid growing inflow of remittances into the country and an increase in real wages. A positive contribution to the growth of the economy was provided by the agriculture, construction, trade and transport sector.
More import. The volume of goods imported from other countries to Kyrgyzstan for the period from January to July of this year exceeded the export figures by almost 3 times.
According to the National Statistics Committee of the Kyrgyz Republic, for the first half of 2018, the volume of foreign and mutual trade in goods of the Kyrgyz Republic amounted to $ 3.79 billion and increased by 14% compared to the same period last year. The share of imports amounted to $ 2.88 billion, and the volume of exports amounted to $ 917.8 million.
The volume of mutual trade between Kyrgyzstan and the countries of the Eurasian Economic Union (EEU) amounted to $ 1.29 billion and increased by 0.3% compared to January-July 2017. At the same time, there was a decrease in the volume of imported goods by 2.8%, which in the total calculation was $ 956.1 million. Against the backdrop of the decline in imports, the export of goods to the EEU countries increased by 10.4%, which totaled $ 339.3 million.
According to the EBRD's rules. Kyrgyz Finance Minister Adylbek Kasymaliyev met with the EBRD delegation and expressed his gratitude for the active work and assistance in the development of the country. The delegation of the EBRD was headed by the Director of the Division for Country Economics and Policy Arthur Radziwill.
The Minister of Finance of the Kyrgyz Republic noted the positive experience of Kyrgyzstan's joint work with the EBRD since the establishment of fruitful cooperation since 1993 and the importance of the EBRD for the Kyrgyz Republic as a "catalyst for investment".
The budget for the next year. Prime Minister of the Kyrgyz Republic Mukhammedkaliy Abylgaziev held a regular meeting of the Government of the Kyrgyz Republic and discussed the forecasted indicators of the country's budget for 2019.
Information on the draft state budget for 2019 and forecasts for 2020-2021 was announced by Minister of Finance of the Kyrgyz Republic Adylbek Kasymaliev, who said that in 2019 the gross domestic product will grow by 4.0%, in 2020 the GDP growth will make 4.4%, in 2012 - 4.2%.
Entrepreneurs’ network. Kyrgyzstan to launch the project "Business - Caravan", within the framework of which a platform for meetings of businessmen of the capital with representatives of regions will be created for the exchange of experience and knowledge. The project is launched on the initiative of the JIA business association of young entrepreneurs.
More than 300 project participants will be given the opportunity to hold meetings in the B2B format, participate in exhibitions, discussions, trainings and get useful information.
Executive Director of JIA Farhad Pakyrov said that such events should become motivational for regional business, help start-ups to launch their business or significantly improve their existing business.
Checks of STS. The State Tax Service of the Kyrgyz Republic conducts on an ongoing basis inspections of entities that have signs of pseudo business in their activity, or have been recognized as pseudo entrepreneurs, as well as having economic relations with entities in whose activities there are signs of false business or the risks of non-payment of taxes.
According to data of the STS by September 20 this year, the Tax Service conducted 51 tax checks, 39 of them were re-checks, 4 - on-site inspections, 1 - on-site inspection and 7 - desk inspections.
National banks in Bishkek. A meeting of experts of national / central banks of Belarus, Kazakhstan, Kyrgyzstan and Russia was held in Bishkek.
According to the National Bank of the Kyrgyz Republic, the topic of discussion at the meeting was the issues of cooperation in the implementation of the international standard ISO 20022, fnancial services, as well as the development of an action plan for its implementation.
Kyrgyzstan and the WTO. Minister of Economy of Kyrgyzstan Oleg Pankratov and Director General of the World Trade Organization (WTO) Roberto Azevedo discussed the pressing problems in the global trading system.
The meeting was held in Astana during the high-level forum on trade and investment promotion: "Eurasian Perspective".
At the meeting, the sides exchanged views on current pressing issues in the global trading system. Pankratov stressed that in December 2018, 20 years will pass from the moment of Kyrgyzstan's membership in the WTO. This page in the economic history of the country is marked by the fact that accession to the WTO has created the necessary basis for a flexible reorientation of the country's economy to use new external opportunities determined by the trends in the development of world trade.
