Not many business events happened this week. Probably, this is due to the approaching of the day of parliamentary elections in the country and the activity of business circles was reduced due to the involvement of most active people in political battles. Nevertheless, an important seminar on GSP + took place this week, about which not everyone has an understanding and accurate idea, and the National Bank of the Kyrgyz Republic conducted another intervention in the foreign exchange market. It was announced that online wallets can now be used only if certain conditions are met, as well as the fact that the submission of tax reports is increasingly moving into an online format. In addition, the state is forced to return state regulation for coal before the next autumn-winter heating season due to the coronavirus pandemic.
The business week this time showed the interconnection with the socio-political life of the country, noticeably slowing down before the parliamentary elections of the Kyrgyz Republic.
Online taxes. It was announced this week that as of Sept. 28, 2020, 184,557 taxpayers in Kyrgyzstan use online tax services. Compared to the same period last year, the indicator increased by 45 thousand 559 users.
According to information from the State Tax Service of the Kyrgyz Republic, of which 164 thousand 441 taxpayers use tax services through the Salyk.kg website, and through service operators - 20 thousand 116 people.
The Salyk.kg service allows citizens to use the services of the Tax Service online for free, including submitting reports and tax returns, paying taxes (including for a patent and an insurance policy), submitting applications, correspond with the tax service, as well as receive certificates and use others available tools.
This procedure is convenient for taxpayers, as it significantly saves time spent on using tax services.
Training on GSP+. An online seminar on the requirements of the Generalized Scheme of Preferences Plus (GSP +) and the development of a green economy in Kyrgyzstan was held this week.
According to the Delegation of the European Union to the Kyrgyz Republic, the event was organized by the Instrument for Technical Assistance and Information Exchange (TAIEX) of the European Commission in cooperation with the State Inspectorate for Veterinary and Phytosanitary Safety of Kyrgyzstan.
It was attended by 7 European experts from Latvia, Italy, Lithuania, as well as about 100 employees of relevant government agencies of Kyrgyzstan and business structures. The goal is to familiarize the participants with the general conditions of the GSP +, as well as train Kyrgyz exporters in the necessary procedures and preparation of documentation in accordance with the requirements of the GSP +.
New intervention. This week, the National Bank of Kyrgyzstan once again during the pandemic, for the fourth time in a month, intervened to support the exchange rate of the national currency.
On Sept. 29, the National Bank of the Kyrgyz Republic sold USD 27.9 million.
In total, the National Bank of Kyrgyzstan carried out four interventions in September, selling USD 65.3 million on the market.
At the end of September 2020, one US dollar in Kyrgyzstan was sold at 79.8 Kyrgyz soms.
State regulation. This week, the Ministry of Economy of Kyrgyzstan announced that it is submitting for public discussion a draft resolution of the Government "On the introduction of temporary state regulation of coal prices in the territory of the Kyrgyz Republic."
According to the document, taking into account the emergency regime in the country due to the COVID-19 pandemic, and also taking into account the forced self-isolation regime and restrictions, imposed to curb the virus, had a negative impact on the financial situation of the population, the ministry considers it necessary to introduce temporary state regulation of coal prices.
Every year, the state anti-monopoly body of the Kyrgyz Republic sets wholesale selling prices for coal for coal mining enterprises, however, coal reaches the end consumer through intermediaries at overcharge price.
Disabled wallets. The National Bank of Kyrgyzstan this week once again recalled that since October 2020, a rule has come into force on the prohibition of financial transactions by unidentified holders of electronic wallets and unidentified users of mobile applications of agents of payment organizations (mobile operators).
Financial transactions through an electronic wallet and / or agent's mobile applications will be available only to identified customer-users from October 1, 2020
The ban on transactions by unidentified holders of electronic wallets and unidentified users of payment organizations was introduced in order to minimize the risks associated with the performance of anonymous transactions and with the fulfillment of the requirements of the law on countering the financing of terrorist activities and legalization (laundering) of criminal proceeds.
