Bishkek, Dec. 8, 2017 /Kabar/. Unlike other Central Asian countries, effective and concrete work are being taken in Kyrgyzstan to prevent torture, ombudsman of Kyrgyzstan Kubat Otorbaev told this at a press conference.
He said that the Center for the Prevention of Torture has been working in Kyrgyzstan for the past five years, and last year a department for combating torture was established in the structure of the General Prosecutor's Office.
"We annually conclude a memorandum on joint work, in accordance with these documents, we are holding a number of events," he said.
But, despite this, the country still has problems with the investigation of cases of torture.
"Forensic medical examination lasts very long almost 6-7 months, which leads to the suspension of cases." Also in the health care system, the Istanbul protocol is used incorrectly, many employees can not fill it in. As a matter of fact, criminal cases involving torture are tried in court for a long time, therefore the perpetrators do not receive punishment," he said.
In this regard, the institution of the ombudsman sent a letter to the Supreme Court, so they analyzed why the lawsuits have been held for so long.
The Istanbul Protocol is the evidence base during the investigation and during the trial.
