At the moment, both the local council elections and the constitutional referendum are being held in accordance with the principles of international law, Elena Babchenkova, representative of Russia’s international observers’ mission, election expert and Co-Chairperson of the Russia’s Choice public movement said during a press conference at Kabar News Agency.
She noted the mission had been observing the electoral process since morning.
"I would like to note the openness and transparency of the electoral process. There is a large number of party observers at all polling stations visited and attended by our representatives,” Babchenkova said adding that the electoral rights of citizens are respected.

According to her, the system operating in Kyrgyzstan is progressive and there is no such system in Russia yet.
"It allows to provide some violations entirely. Under this system, except for the voter himself, no one can vote for him. At the moment, both the elections and the referendum are being held in accordance with the principles of international law," she said.
Another member of the mission - Co-Chairperson of the Russia’s Choice movement Alexander Zakuskin also noted the work of the system of identification of citizens.

"There are no issues related to language problems in voting. This is important because the republic is multinational, there are those who know the language and those who do not," he said.
Chairman of the Board of the Russian Center for the Promotion of International Initiatives Roman Chukov added that the display of turnout data and biometric identification is progress.
