Bishkek, Nov. 9, 2021 / Kabar /. Nurzhan Shaildabekova, Chairperson of the Central Election Commission of Kyrgyzstan met with deputies of the European Parliament - Chairperson of the European Parliament's friendship group with the countries of Central Asia and Mongolia Fulvio Martushello and a member of this group Thierry Mariani, the CEC of the Kyrgyz Republic reported.
Shaildabekova informed about the electoral process in Kyrgyzstan, noting that the parliamentary elections scheduled for Nov. 28, 2021 are the final stage of political stabilization in the country.
When considering the procedure for electing parliament, the CEC of Kyrgyzstan proposed measures aimed at maintaining international standards for democratic elections, including those related to the inclusiveness of elections. The mixed electoral system is designed to strengthen the representative role of parliament, which is very important at this stage of the country's development. The election of 36 deputies in single-mandate constituencies is intended to ensure the representation of the regions in the parliament, the election of 54 deputies by party lists is intended to ensure the representation of political and social groups. The only subject is the parties that nominate deputies and must ensure the representation of women, youth, ethnic minorities and persons with disabilities. Based on the results of voting, a party can receive no more than 27 mandates.
In the process of the reform, which has been carried out since 2014, in Kyrgyzstan, absolute reliability of the counting of votes has been achieved thanks to the introduction of two technologies - biometric identification of voters and automatic counting of votes as a preliminary control tool for manual counting. The accuracy of vote counting and vote counting is regulated by a number of civilian control instruments. In this part, the reform has achieved its goals.
In the process of preparing and conducting election campaigns of the current year, the CEC of Kyrgyzstan took the following measures to increase the openness and fairness of elections: maintained the achieved level of transparency and reliability of elections, solve the problem of using bribery and administrative resources, exclude a selective approach on the part of law enforcement agencies when considering violations.
During the reform process, the CEC of Kyrgyzstan received significant support from international partners. Including within the framework of the financial agreement on the program "Strengthening democracy through the reform of the electoral system" in 2015-2019. During the implementation period, measures were implemented for transparency, inclusiveness, improvement of the situation with biometric registration of citizens. For example, the voter list was increased by almost 1 million voters.
MEPs were interested in the appointment of members of the Central Election Commission, the procedure for appealing complaints, financing the electoral process, the formation and use of electoral funds of candidates and political parties.
MEPs expressed surprise that the electoral system of Kyrgyzstan, in particular, the upcoming parliamentary elections on Nov. 28 of this year contain a number of openness measures that have not yet been practiced in European countries.
“You have gone further than France, in France there are no open data of persons who contributed money to the electoral deposit of a candidate for parliamentary deputy,” said Thierry Mariani, a member of the European Parliament.
