Bishkek, July 19, 2022 ./Kabar/ . President Sadyr Zhaparov gave five universities a special status, providing for broad organizational, financial, and academic autonomy, Minister of Education and Almazbek Beishenaliev said at a press conference at Kabar News Agency.
He noted that following state higher educational institutions received a special status:
- Kyrgyz National University named after Zhusup Balasagyn;
- Kyrgyz State Technical University named after Iskhak Razzakov;
- Kyrgyz National Agrarian University named after Konstantin Skryabin;
- Kyrgyz State Medical Academy named after Isa Akhunbaev;
- Osh State University.
Minister Beishenaliev added that these universities are granted following rights:
- to open bank accounts in commercial banks with the state share of participation outside the treasury system for the use of extra-budgetary funds;
- to independently determine the internal management structure and staffing levels in agreement with the boards of trustees;
- to appoint and dismiss vice-rectors for academic work;
- to independently determine the status and name of the structural subdivisions of the university, the order of organization of their activities, as well as the requirements for their management and staff;
- independently, in agreement with the Board of Trustees, to determine the share of funds allocated for remuneration of labor, to establish the forms and amounts of wages, material incentives and material assistance to all categories of employees of the university;
- exemption from all types of inspections for a period of 3 years, except for annual independent external or internal (intra-university) audit in accordance with international auditing standards and the legislation of the Kyrgyz Republic;
- to receive income in the form of funds from educational, advisory, research, publishing, industrial and commercial and other activities not prohibited by law and direct them to improve the activities and development of the material and technical base of the university;
- to dispose (alienate, change, lease) the movable and immovable property acquired at the expense of special funds, as well as dispose of the funds received from the lease of movable and immovable property independently in coordination with the Board of Trustees;
- to receive state educational grants in an amount not less than that provided for 2022;
- to independently form and approve tariffs for rendered paid educational services;
- to independently determine the number of students and approve the plan of admission of students taking into account the available space and other existing conditions of the university;
- to give the structural subdivisions of the university with the status of a legal entity the right to make financial expenses connected with capital and current repairs, development of the assigned to them material and technical base, which is not on their balance sheet, within the limits of the approved estimates of income and expenses of these subdivisions.
