Bishkek, Oct.8, 2019. /Kabar/. The delegation of the Kyrgyz Republic, headed by Minister of Foreign Affairs Chingiz Aidarbekov, took part in the High-level Segment on statelessness within the framework of the 70th session of the Executive Committee of the United Nations High Commissioner for Refugees (UNHCR) Program, held in Geneva.
The press service of the Ministry of Foreign Affairs of Kyrgyzstan reported that at the beginning of the event, UNHCR High Commissioner for Refugees Filippo Grandi addressed the audience, and noted that Kyrgyzstan is the first country in the world to fully address the problem of statelessness.
Further, FM Aidarbekov made a presentation on Kyrgyzstan's achievements in the fight against statelessness. In his report, the minister noted Kyrgyzstan attaches particular importance to the problems of refugees, internally displaced persons and stateless persons and is working systematically and continuously in this direction, based on the concept of a human rights approach.
The Kyrgyz FM informed the participants the Kyrgyz Republic has achieved unique success in eradicating statelessness and is now the first country in the world to solve this problem.
Chingiz Aidarbekov noted that the primary responsibility in this regard lies with the states themselves, which set the rules for granting, changing or losing nationality. He stressed the importance of making great efforts to resolve the legal status of people living for a long time in conditions of statelessness, as this phenomenon contradicts the basic principles of human rights.
Kyrgyzstan’s FM drew attention to the fact that within the framework of the UNHCR ‘#IBelong’ Campaign launched in 2014, Kyrgyzstan identified 13 thousand 700 people, including 2,000 children, who did not have citizenship.
As part of the implementation of the Global Action Plan to End Statelessness: 2014-2024, Kyrgyzstan, with the support of UNHCR, as well as with the participation of the non-governmental sector and local authorities, conducted pilot projects on identification and documentation of stateless persons and undocumented persons in the country.
As a result of this work, the number of stateless persons in Kyrgyzstan has decreased from 13 thousand to zero in five years.
