Goal of digitalization in Kyrgyzstan is to build effective management system that will satisfy needs of society

Bishkek. Sept. 7, 2020 / Kabar /. Altynbek Ismailov, the Chairman of the State Committee for Information Technologies and Communications of Kyrgyzstan said that the digitalization was identified as a priority direction of state policy at the initiative of the president.

He said that at the head of this policy, the goals were set to build an effective management system that would meet the needs of modern society. “Thus, the State Committee for Information Technologies, together with government bodies, ministries, departments and partners, is actively working in this direction. Partners should accelerate the implementation of digitalization projects and during implementation it is necessary to pay special attention to the development of digital infrastructure,” the official said.

He noted that access to high-speed Internet should be rapidly developed in all regions of the country, as it is a fundamental factor in the development of digitalization, access to knowledge, public services, business expansion, which in turn will lead to the accelerated development of regions.

“Namely, we are faced with the task of bringing 4G Internet coverage to 90% of the total population and bringing broadband Internet access to 96% in educational institutions and 100% in local government administrations. “And as a result, Kyrgyzstan's position in the global development index has increased,” Ismailov said.

The head of the State Committee for Information Technologies informed that according to the results of the UN study on the level of development of electronic government in the Kyrgyz Republic, Kyrgyzstan took the second place among the Central Asian states. In the global UN E-government development index, Kyrgyzstan ranked 83rd out of 193 UN member states and this is the best indicator of the republic over the past 10 years in terms of the level of e-government development. The aggregate growth in terms of the development and government index amounted to more than 15%, and Kyrgyzstan showed the greatest growth in terms of the level of development of telecommunications infrastructure, amounting to almost 73%. "Such an improvement in the position of Kyrgyzstan occurred as a result of comprehensive work and the implementation of measures provided for by the roadmap for the implementation of the concept of digital transformation 2019-2023," he said.
