Bishkek, Apr. 7, 2020. /Kabar/. The Government of Kyrgyzstan has approved anti-crisis plan in connection with coronavirus infection pandemic, Deputy Prime Minister of the republic Erkin Asrandiyev said during a briefing.
The plan developed is for 2-3 months and consists of 30 steps.
"The first step is to ensure food security. The second is introduction of easing in taxes and social contributions as under the regime of emergencies and state of emergency many enterprises, except for food and medical ones, have been suspended," he added.
In addition, according to Deputy PM Asrandiyev, the moratorium on business inspections by state bodies has been extended for a year.
"And thirdly, we will help business. We are mainly working to find sources of financing and ways to temporarily use the remaining funds from the Russian-Kyrgyz Development Fund. This is about amount up to $200 million.
We are also working with donors. Preliminary I can say that negotiations are underway with the EBRD (European Bank for Reconstruction and Development) to obtain financing in the amount of $100 to $150 million. Of that, 50% will be a grant. Talks are also underway with the World Bank, the Islamic Development Bank and the Asian Development Bank," he said.
The deputy PM stressed the Government of Kyrgyzstan cannot fully exempt from tax, insurance and social contributions or provide loans on a non-repayable basis as in other developed countries.
"We do not have additional stable funds for financing. The main purpose of the budget is to provide salaries, pensions and allowances. We have to really assess the situation," he added.
