Despite the fact that to date the situation with the coronavirus has subsided, it may still escalate. In the past few weeks, statistics are showing a positive trend, daily number of recoveries is surpassing the number of new cases identified, but representatives of the Ministry of Health of Kyrgyzstan and experts say that a second wave may begin in the near future. This can already be observed in various countries, where preparations for a new outbreak of the pandemic are actively underway - quarantine measures are returning, specialists are being trained.
In Kyrgyzstan in late summer, due to the improvement of the epidemiological situation, previously created makeshift hospitals, procured medical equipment and medicines began to be mothballed. Undoubtedly, we would like to avoid a mass infection again, but the reality is quite different. Nevertheless, the Ministry of Health is actively preparing for a potential second wave of coronavirus. For example, as of Sept. 5 the readiness of an experimental quick erectable infectious disease hospital in Bishkek is 65%. The report states the facility consists of 4 blocks and is designed for 100 beds:
Block 1: excavation work, foundations, exterior walls, ceiling insulation, internal sewerage, floor screed, installation of steel structures of the farm and the roof have been completed by 100 %. Plasterboard inner walls cladding and internal electrical installation are ready by 80% and 95%, respectively.
Block 2: 100% completed excavation work, foundation, ceiling insulation, internal sewerage, screed floors and metal structures of the farm. External walls are lined by 95% and internal walls - 75%.
Block 3: 100% completed excavation works, foundation, inner sewerage, floor screed and installation of metal structures of the farm. Thermal insulation of the ceiling and cladding of external and internal walls are in progress.
Block 4: Excavation works and foundation works are 100% completed. The installation of metal columns and beams are in its final stage, the laying of internal plumbing pipes is ready 50%.
As for the infectious disease hospital in Naryn Oblast of the country, its readiness for Sept. 18 was estimated at 44%.
"The construction is financed by the state and implemented by Meribell Textile Construction. The construction work is carried out by 50 people. Local authorities work on all issues, there is a special working group and supervisory bodies. In the near future, taking into account the weather and climatic conditions of Naryn, a single-storey building with the length of 73 meters and width of 28 meters of light construction will be built. At present, in accordance with the instruction of Kyrgyz President Sooronbay Jeenbekov, works on construction of infectious diseases hospitals and overhaul of the old ones are carried out in all regions of the country. Due to the lack of a suitable building for the capital repair in Naryn, the construction of a new building has been started by the decision of the Republican Headquarters,” the statement of the Kyrgyz Health Ministry says.
It is also reported that work related to the foundation, waterproofing, backfill and construction of reinforced concrete floors of the boiler room have been completed by 100%. KGS 36 million was allocated for the construction of the facility.
In addition to construction, let’s not forget about the most important people, which are laid out on 100% - the doctors. After the peak activity in summer, they needed a vacation. Thus, several groups of doctors go to Issyk-Kul every week. These are doctors, nurses, orderlies, technical staff from medical institutions in Batken, Chui, Dzhalal-Abad, Osh and Naryn Oblasts and the city of Bishkek. They will rest in the Altyn Zhai and Ene-Sai boarding houses.
Vaccination of the population is also gaining momentum. After all, seasonal diseases such as acute respiratory infections and influenza, can significantly complicate the work of doctors.
"In order to strengthen preventive measures, prevent complications and mortality from influenza among the population of the republic, in the upcoming 2020-2021 epidemiological period the Health Ministry is purchasing flu vaccines. Annually, starting from October to April, there is an increase in the incidence of acute respiratory viral infections, while the record of influenza is observed from December with a peak of morbidity from late December to January. Given the upcoming epidemiological period, the ministry has purchased an influenza vaccine at the expense of centralized activities, which will be delivered in stages until November. The first delivery of the vaccine is expected in mid-September. Vaccination will begin at the end of September and will continue until the late November. Influenza vaccine will be distributed in all regions (regions, cities of the republic), vaccination will be organized in all centers of family medicine,” the Health Ministry reports.
Besides, it is noted that people who are at risk, such as people with chronic diseases, pregnant women, children from orphanages, people from nursing homes, health workers, people over 65 years old and others will be vaccinated first. It is worth noting that this category of citizens will receive the vaccine free of charge.
As for doctors' safety, at the end of last week, more than 74 thousand FPP 2 masks and 56 thousand protective overalls were delivered to Kyrgyzstan, which is part of the $1 million grant. 58 thousand shoes and 58 thousand gloves will be delivered in the coming weeks.
The Ministry of Health of the Kyrgyz Republic uses these masks and PPE to support ongoing efforts to respond to the pandemic affecting the country. These supplies were funded by an insurance payment from the Pandemic Emergency Financing Facility hosted by the World Bank. The Fund's activities began in 2016 to provide an additional source of financing to help the world’s poorest countries to respond to cross-border, large-scale outbreaks.
The Ministry of Health nominated UNICEF to carry out the agreed activities on behalf of the Kyrgyz Republic using an insurance payment in the amount of $1 million.
In addition, it is reported that 15 doctors of bacteriologists have been trained in the case of the second wave. Specialists have been trained to conduct PCR research to diagnose influenza and coronavirus.
