Bishkek, Nov. 16, 2018. /Kabar/. By the decree of the President of Kyrgyzstan dated November 1, 2018, the National Development Strategy of the Kyrgyz Republic for 2018-2040 was approved, Secretary of the Security Council Damir Sagynbayev told at a round table on "The National Digital Transformation Program ‘Digital Kyrgyzstan’ - 2019-2023".
He said that according to the adopted strategy, the Kyrgyz Republic should become a country of a developed information society, formed on innovation and knowledge, effective, transparent and accountable public administration without corruption and with active participation of citizens of the country as users of digital technologies and services.
“Digital economy and the widespread use of innovative technologies stimulate the growth of a country's competitiveness, well-being, and public safety. In order to create favorable conditions for the effective digitalization of our country, as well as pursuing the instructions of President Sooronbay Jeenbekov, work is being carried out at the platform of the Secretariat of the Security Council to develop the Digital Transformation Program “Digital Kyrgyzstan”, he said.
Sagynbayev added that the project was developed with the participation of representatives of government agencies, the expert community and the civil sector with the support of individual partners.
This concept complements and expands the previously adopted programs and defines the structure, management system and bases of the country's digitalization process.
“The proposed draft Concept defines the development of a non-digital and digital transformation framework. One of the significant factors is the construction of an international infrastructure. First of all, universal broadband Internet access should be provided to the entire country. It is also important to ensure the most efficient, reliable, and inexpensive connection of the country to global networks and data highways. Further attention should be focused on creating an infrastructure for collecting, processing and analyzing data. Using cloud technologies, regional data centers will become the driver of international partnership, offering reliable and low-cost computing storage capacities,” he said.
The Secretary of the Security Council said that modern digital infrastructure will create new platforms for interaction between government agencies and the private sector and citizens.
“The proposed program will accelerate the transition to digital economy, which in the future will create a mobile and flexible state capable of responding quickly to any modern challenges. The modernization process will cover the key social sectors of the country (education, health, environment), economic (energy, agriculture, industry, services) and the political sector (corruption, fair elections),” he concluded.
