Bishkek, Dec. 18, 2018. /Kabar/. The Government of Kyrgyzstan is asked to ratify the International Labor Organization (ILO) Protocol on Forced Labor. The request was voiced by ILO National Coordinator in Kyrgyzstan Bolot Orokov.
He is convinced that ratification of the protocol will allow Kyrgyzstan to advance in ensuring the protection of labor rights.
Kyrgyzstan, along with other countries of the world, is celebrating the International Migrants Day today. On this occasion, a presentation of a nationwide study on internal migration was held in Bishkek.
During the event, Orokov urged the Government to pay attention to the ILO Protocol of 2014 to the Convention No. 29 on Forced Labor, so that the country adopts a relevant national policy to prevent forced labor, since it is labor migrants who are the most vulnerable and become victims of forced labor.
“If a country ratifies this document, which provides for mechanisms to address issues of combating forced labor, then the problem will be solved comprehensively. The issue of forced labor is not only a matter of one migration service, it is not a question of an individual state or local authority, it is a complex issue,” Orokov said.
He drew attention to the fact that in Kyrgyzstan, at the request of the government, an ILO project concerning forced and child labor is already being implemented. Orokov stressed that at the state level with the participation of all institutions and civil society, an integrated approach should be applied to address issues of labor migration, forced labor, human trafficking, fight against modern slavery, fight against child labor.
"There must be a corresponding national policy and local programs, which would reflect the measures and decisions, principles and ways of achieving, goals and objectives in relation to the prevention of forced labor, identification of victims of forced labor, rehabilitation of victims of forced labor and child labor and victims of the slave trade," the Coordinator stressed.
In turn, parliament deputy Ulugbek Ormonov said that ratification of international conventions and protocols would help ensure that the rights of Kyrgyz labor migrants are protected at the proper level.
The Protocol to Convention No. 29 on Forced Labor is a legally binding contract that requires governments to take new measures to eliminate modern slavery in all its manifestations. As of today, 27 countries have ratified the document, the ILO aims to ensure the ratification of the protocol by 50 countries in the coming years.

The ILO, established in 1919, became the first UN specialized agency in 1946. In 2019, the ILO is celebrating its 100th anniversary.
The ILO develops international labor standards in the form of conventions and recommendations, setting minimum standards for fundamental labor rights.
In the UN system, the ILO has a unique tripartite structure in which associations of employers and workers have an equal voice with governments in the work of the governing bodies of the ILO.
