Bishkek, Jan.24, 2020. /Kabar/. President Sooronbay Jeenbekov, addressing the today’s meeting of the Security Council, noted the implementation of all decisions of the Council is under his personal control.
He said the presence of corruption has hindered the country's development for many years.
"They had a negative impact on economic development and impeded the adoption of decisions necessary for the state. Proceeding from this situation, three meetings were held over the past two years in the expanded composition of the highest constitutional advisory body, the Security Council. A number of strategic decisions aimed at changing the situation have been taken. A strong impetus was given to the fight against corruption, and this activity was defined as a priority," the President said.
He noted the today’s meeting will consider the results of the implementation of the decisions of the above-mentioned three meetings of Council.
"At the first meeting of the Security Council, we discussed the fight against corruption in the judicial sector, as well as in law enforcement and supervisory bodies. The decision we adopted was aimed at completing the judicial and legal reform and eradicating corruption. Within the framework of this decision we have achieved a number of significant results in the fight against corruption. But I believe it is not enough, and today we will also discuss this issue," Jeenbekov stressed.
The President reminded the adoption of the Digital Kyrgyzstan 2019-2023 Concept by the Security Council on Dec.4, 2018.
The concept aims to introduce new approaches to public administration by creating a digital society, eradicating corruption and creating an open society. Implementation of the Concept will make it possible to reduce corruption and ensure that public and municipal services are accessible to citizens.
"We also considered issues of rational use of minerals, ensuring environmental and technical safety, accounting of reserves of deposits. Special attention was paid to eliminating corruption in the licensing system. We proposed measures to prevent resale of licenses without introducing corresponding activities in the fields. We discussed mechanisms to prevent local governments from creating artificial barriers and obstacles to investors' work in the field. The progress of implementation of all Security Council’s decisions is under my personal control. All data coming from state bodies were thoroughly analyzed in the Secretariat of the Security Council and reported to me on a monthly basis," Jeenbekov informed.
The regular meeting of the Security Council of Kyrgyzstan with the participation of President Sooronbay Jeenbekov is taking place at the Ala-Archa state residence.
There are two issues on the meeting’s agenda: the implementing the decisions of the Security Council and proposals to the list of strategic objects of Kyrgyz Republic.
The meeting will result in the adoption of a decision of the Security Council of the Kyrgyz Republic.
The Security Council of the Kyrgyz Republic consists of the President - Chairman of the Council, parliament speaker, prime minister, head of the President’s Office, chief of the General Staff of the Armed Forces, deputy PM, chairman of the Committee of the Jogorku Kenesh (Kyrgyz Parliament) in charge of defense and security issues, the Security Council’s secretary, prosecutor general, Ministers of Foreign Affairs, Finance, Internal Affairs, Emergency Situations, Chairmen of the State Border Service and State Committee for National Security.
