Implementation of UN Convention on Rights of Persons with Disabilities will require 6.6 bln soms in the first 10 years

Bishkek, Nov. 28, 2018. /Kabar/. Implementation of the UN Convention on the Rights of Persons with Disabilities in Kyrgyzstan will require 6 billion 647 million soms in the first 10 years, by Minister of Labor and Social Development Ulukbek Kochkorov told at a meeting of the Committee on Constitutional Legislation, State Organization, Judicial and Legal Issues and Regulation of the Jogorku Kenesh (Kyrgyz Parliament).

The committee reviewed and approved the draft law on Ratification of the UN Convention on the Rights of Persons with Disabilities.

The convention was adopted by the UN General Assembly on December 13, 2006. Kyrgyzstan signed the document in 2011, but the country's parliament had not ratified the document.

Kochkorov said that the main objective of the convention is to protect and ensure the full and equal exercise by all people with disabilities of all human rights and fundamental freedoms, as well as to promote respect for their inherent dignity. The minister noted that 184 thousand people have disabilities, of which 29 thousand are children.

“Implementation of the Convention on the Rights of Persons with Disabilities in the first 10 years will require 6 billion 647 million soms, of which 1 billion 575 million soms will be required for carrying out activities related to education, health, participation in cultural life, leisure activities, recreation and sports activities for people with disabilities”, the Minister added.

During the discussion of this draft law, deputies Isa Omurkulov, Altynbek Sulaimanov noted that taking into account the modern realities, it is necessary to transform the system of state social assistance. The question of clear mechanisms for the implementation of this draft law was raised by deputy Ainura Altybaeva.

Deputy Aaly Karashev took note of the question of the number of citizens with disabilities in the republic, the amount of funds necessary for the implementation of this Convention.
