IPA CIS mission to monitor elections and referendum both in Kyrgyzstan and beyond

Bishkek, April 9, 2021. / Kabar /. Nurzhan Shaildabekova, Chairwoman of the Central Election Commission of Kyrgyzstan and the group of international observers from the CIS Interparliamentary Assembly discussed the preparation and conduct of a constitutional referendum and elections of deputies to local councils, scheduled for April 11.

The group of international observers of the IPA CIS with the coordinator Dilshod Rahmon, Chairman of the Committee of the Majlisi Milli of the Majlisi Oli of of Tajikistan on ensuring constitutional foundations, human rights and freedoms, citizens and the rule of law, includes representatives of the parliaments of Armenia, Kazakhstan, Moldova, Uzbekistan, Azerbaijan, Belarus, representatives of the Secretariat of the IPA CIS and the International Institute for Monitoring the Development of Democracy, Parliamentarism and Observance of the Electoral Rights of Citizens of the Member States of the IPA CIS.

Participants noted the activeness of the electoral process in Kyrgyzstan in 2020-2021 and expressed hope that the parliamentary elections in October will complete stabilization after last year's crisis.

Chairwoman of the CEC of the Kyrgyz Republic Nurzhan Shaildabekova stressed that on April 11, the first mass elections will be held, after the legislative reform.

Dilshod Rahmon said that 54 observers from 8 states were accredited through the IPA CIS.

“We started long-term monitoring as soon as we received an invitation from the CEC of the Kyrgyz Republic. The experts of the international institute analyzed the legislation of the Kyrgyz Republic, including on the referendum, for compliance with international standards and prepared a report based on its results. The CEC and election commissions have done a great job!,” he said.

We have already held meetings with the leadership of the CEC, public observers, TECs, the Ministry of Foreign Affairs of the Kyrgyz Republic, the General Prosecutor's Office, and monitoring missions. On election day, we will monitor at polling stations, including abroad - in Baku, Minsk, Almaty, Moscow, Yekaterinburg, Novosibirsk, St. Petersburg, Dushanbe, Berlin and Beijing.

The participants discussed the issues of involving young people in the electoral process. It was also proposed to hold a round table on the results of elections and referendum.
