Is green economy vital for Kyrgyzstan?

The principles of a green economy are becoming more and more vital in the modern world. Various projects and startups that are related to the green economy are gaining popularity and followers rather quickly. But the question is not even that, but that in the conditions of a rapidly developing world, ecology may simply not withstand all the impact of industrialization. This year, issues of the green economy in Kyrgyzstan were touched upon more than once and at various levels - both by experts and by the president.

The concept of a green economy fits into various international projects in which Kyrgyzstan participates. So, the EAEU countries, the European Union and many others are interested in the development of a green economy.

“By 2050, Kyrgyzstan will try to achieve carbon neutrality on the platform of green development. Renewable energy sources, and above all hydropower, will be the driving force behind this carbon-free policy.

We intend to gradually implement projects for the construction of small and medium-sized hydroelectric power plants with the aim of completely transferring the industrial sector and the housing and utilities sector to electricity instead of carbonic energy, primarily coal and fuel oil,” Kyrgyz President Sadyr Zhaparov said during the EU-CA forum.

The beginnings of those projects that will develop this direction in the future are already visible. For example, recently there was information that 2,000 electric buses may appear in Kyrgyzstan next year. Prime Minister of Kazakhstan Askar Mamin expressed readiness to supply 2,000 Kazakh electric buses to Kyrgyzstan. He said this during a meeting with the head of the Cabinet of Ministers Akylbek Zhaparov, when he was in Nur-Sultan for a working trip.

In reality, the potential for a green economy is quite large. Thus, an exhibition of green technologies and solutions Green EXPO 2021 was held in Bishkek on Dec.10.

First Deputy Minister of Economy Seyilbek Urustemov noted during the exhibition that in recent years, issues of sustainable development, including the formation of a green economy, are in the center of attention of the international community. This is not surprising, since the green economy strategy is aimed at solving the most pressing economic, social and environmental problems for all of us.

The Kyrgyz Republic has taken an active position in supporting and promoting international initiatives aimed at sustainable development, including the signing and ratification of the Paris Climate Agreement and joining the UN Partnership for Action on a Green Economy (PAGE) initiative.

At the November Summit of World Leaders on Climate Change in Glasgow, the president of the country declared that the Kyrgyz Republic remains committed to the spirit and goals of the Paris Agreement. Despite the complex challenges in its implementation, the Kyrgyz Republic is positive, and participation in the global campaign to adapt to climate change will be responsible and inclusive as part of the recently presented Nationally Determined Contribution until 2030.

“By 2030, the Kyrgyz Republic sets a goal to reduce greenhouse gas emissions by 44%. At present, the country's share in the structure of global emissions is very low, only 0.03%, and the nature of our emissions is not industrial and is associated with the life of people. By 2050, the Kyrgyz Republic will try to achieve carbon neutrality on a green development platform. The transition to sustainable development through the promotion of green economy approaches is seen as a national priority in the country's medium and long-term documents. In particular, green economy initiatives are integrated into the National Development Strategy of the Kyrgyz Republic until 2040 and the National Development Program of the Kyrgyz Republic until 2026. Both of these documents are also linked to the Sustainable Development Goals,” the Ministry of Economy said.

The ministry also added that the Program for the Development of a Green Economy in the Kyrgyz Republic for 2019-2023 is currently being implemented, where the promotion of the principles of a green economy is viewed through the prism of the economy, in order to ensure inclusive and balanced economic growth, ensuring environmental safety, as well as the transition to a green economy, agriculture, transport, energy, waste management and other sectors.

The deputy minister also noted that today there is an opportunity to focus on green development, which involves not only GDP growth as an indicator of success, but also non-financial factors. The new economy must be green, i.e. low carbon, resource efficient, inclusive and investing in natural capital.

In addition, in the spring of this year, experts have developed 10 measures that will help integrate into the principles of a green economy:

 Development of practical recommendations for soil analysis for farmers.

 Collection and systematization of existing recommendations on fertilizers and their suppliers for farmers.

 Collection and systematization of existing recommendations on organic methods of plant protection for farmers.

 Introduction of technology for processing animal waste through the use of Californian worms with the production of organic vermicompost.

 Implementation of the technology of growing hydroponic feed for stall fattening of cattle (cattle).

 Introduction of technologies for processing animal waste by means of biogas plants to obtain two products (biogas and biofertilizer).

 Comprehensive implementation of artificial insemination technologies for cattle

 Provision of concessional lending

 Launch of the weekly TV program "Rural Hour" (National channel)

 Functioning of the regional center for green agriculture in Osh city.

Kyrgyzstan has a high potential for the implementation of a green economy, for this there are all the necessary resources. Successful implementation of projects can not only improve the economic situation in the country, but also improve positions in dialogue with partners.
