Bishkek, Mar. 26, 2019. /Kabar/. The first public “brainstorming” on “The Path from Torture to the Service Model. Recommendations from Civil Society to the Ministry of Internal Affairs." took place in Bishkek. It was attended by representatives of government agencies, non-governmental and international organizations, as well as representatives of civil society from all regions of the country.
The event was organized within the framework of the project of the PRI office (Penal Reform International) in the Kyrgyz Republic with the participation of the Ministry of Internal Affairs, the National Center for the Prevention of Torture, and the Institute of Ombudsman of the Kyrgyz Republic.
Representatives of the Ministry of Internal Affairs noted that quite a lot of work is being done on introduction of modern mechanisms into the work of the department, improving the skills of employees and legal culture, and development of new draft laws of the Kyrgyz Republic.
PRI Regional Director Azamat Shambilov told that until 2018 all measures aimed at preventing torture in Kyrgyzstan were bypassing the Ministry of Internal Affairs.
“System monitoring was carried out in all types of closed institutions. The monitoring results showed the presence of torture in the internal affairs bodies. Thus, in 2017, 95% of complaints were received regarding the use of torture in the system of the Ministry of Internal Affairs. We decided to change the approach of work - “to turn the coin” so that the internal affairs agencies themselves were looking for a way out of this situation, were involved in the fight against torture,” Shambilov said.
