Jeenbekov receives Security Council Secretary Sagynbaev

Bishkek, May 20, 2020 / Kabar/. President of Kyrgyzstan Sooronbay Jeenbekov received the Secretary of the Security Council of the Kyrgyz Republic Damir Sagynbaev.

The President Jeenbekov was reported on ongoing work to implement measures aimed at combating corruption in the country, his press service reported.

The President emphasized the importance of continuing systematic work to eradicate corruption in all areas of government and economic sectors.

“Only by completely eliminating all the prerequisites for the occurrence of corruption risks in state bodies, we can talk about minimizing corruption and the rule of law. Work on the implementation of modern anti-corruption mechanisms and their constant application in practice should not stop. Only a clearly built holistic systematic approach to combating corruption will help us get rid of this harmful phenomenon,” the head of state said.

Sooronbay Jeenbekov once again emphasized that all those involved in corruption should be punished in spite of their position, title and past achievements.

The Security Council Secretary said that as part of the implementation of the Security Council’s decision of January 24, 2020, the Security Council Secretariat, in close cooperation with independent experts, developed a preliminary working draft of a new State Strategy to Combat Corruption in the Kyrgyz Republic and Eliminate its Causes for 2020–2024.

On May 11, 2020 the draft was sent for consideration to all involved state bodies, including the Jogorku Kenesh, the government, the General Prosecutor's Office and the Supreme Court.

“The developed draft Strategy meets current challenges and threats, provides for the development and implementation of new anti-corruption mechanisms aimed at systematically combating any corruption manifestations in government bodies. It includes a number of novelties that strengthen the country's anti-corruption policy,” Damir Sagynbaev said.

Also, the Security Council secretary added that in order to improve the legislation in the field of declaration, since November 2019, work has been carried out to develop a draft Law of the Kyrgyz Republic “On amendments to the Law of the Kyrgyz Republic“ On declaring income, expenses, obligations and property of persons holding state and municipal posts". This bill introduces new effective anti-corruption mechanisms, significantly tightens control over the expenses and incomes of officials at all levels.

“With the adoption of this draft Law, our declaration company will be much more efficient. Those who hide their income and high expenses will be brought to criminal liability sooner or later,” Damir Sagynbaev concluded.

Sooronbay Jeenbekov emphasized that one of the directions of the fight against corruption in the activities of state structures should be the tightening of responsibility for non-compliance with the legislation on declaration.

He drew particular attention to improving legislation in the field of declaring the expenses and incomes of state and municipal employees, providing for stricter liability for violation of its norms. “The amendments to the legislation should provide an effective mechanism, and not be declarative in nature,” the president emphasized.

The head of state set the task to speed up the process of improving legislation in this direction together with the relevant state bodies.
