Kyrgyz and Russian diplomats discuss children's, migrants’ rights and driver licenses

Bishkek, Nov. 22, 2018 / Kabar /. Consular consultations between the Foreign Ministries of Kyrgyzstan and Russia at the level of heads of consular services were held in Bishkek. In accordance with the Agenda, the sides discussed problematic issues in the consular field.

The main attention was paid to the protection of the rights and interests of fellow citizens engaged in labor activities in the Russian Federation. In particular, the registration of citizens of the Kyrgyz Republic in migration services of the Russian Federation, timely payment of salaries to Kyrgyz employees, the compulsory medical insurance for members of families of migrant workers, as well as further use of national driving licenses in driving commercial vehicles in the Russian Federation were comprehensively considered.

The Kyrgyz side asked for the assistance in solving these problems to facilitate the stay of compatriots in the territory of the Russian Federation.

Special attention was paid to the situation of minor children of migrant workers in the Russian Federation, including the issues of their repatriation to the Kyrgyz Republic. A request was made to inform the consular offices of the Kyrgyz Republic about Kyrgyz children left without care (including staying with mothers in correctional institutions of the Russian Federation) for their return to their homeland.

The issues on accidents in Kyrgyzstan with the participation of Russian citizens, the implementation of relevant international conventions and agreements in the consular sphere were considered.

An exchange of updated lists of citizens of the two countries serving their sentences in correctional institutions of the Kyrgyz Republic and the Russian Federation took place.

Consultations took place in a constructive atmosphere and in a spirit of mutual understanding. The sides highly appreciated the regular exchange of views on problematic consular issues, agreed to continue close cooperation in the interests of improving the status of migrant workers of the Kyrgyz Republic in the Russian Federation. Previous consultations were held in Moscow in June 2017.
