Bishkek, Dec. 3, 2020. /Kabar/. By order of Acting Prime Minister of Kyrgyzstan, First Deputy Prime Minister Artem Novikov, Head of the Government’s Office, Minister Baktybek Amanbayev inspected the work of the Ak-Tilek – Avtodorozhnyi checkpoint on the Kyrgyz-Kazakh section of the state border, the press service of the Government said on Thursday.
The head of the Government’s Office noted that currently 8 services for the passage, control and accounting of goods crossing the state border are operating at this checkpoint, and, if there is a single automated system of accounting and control of goods work could be carried out only by one service.
"We must take advantage of the experience of foreign countries that were able to transfer work at the checkpoints to the automated procedure for accounting and control of goods, this work involves only equipment. The non-contact form of work will completely exclude corruption risks," Amanbayev emphasized.
He also noted that when trucks cross the state border, the relevant services carry out only a visual inspection, which does not exclude the import of contraband and other prohibited goods.
Further, Baktybek Amanbayev got acquainted with the algorithm of passing, control and accounting of goods through the checkpoints.
It was noted that in some cases, the figures in the record book do not always reflect the actual number of vehicles passing through the checkpoints, which also indicates the presence of corruption schemes at the checkpoint.
As a result, a number of instructions were given to relevant services, including tax and customs services, border guards to make proposals aimed at systemic changes in the work of the points of registration of goods by ensuring transparency in their work, automated registration of the passage of goods.
Task was also given to rotate employees at the checkpoints.
