Bishkek, May 16, 2023. /Kabar/. Deputy of the Jogorku Kenesh Tazabek Ikramov proposed not to allow citizens who evade care of elderly parents to enter the civil service.
The relevant bill has been submitted for public discussion.
According to the document, the bill was developed in order to toughen the punishment and limit the work in the public service of able-bodied adults who evade the care of their disabled parents and in need of material assistance.
The statistics show that the number of elderly people in social institutions for the elderly is growing every year, who camethere for various reasons. It is bitterly regrettable that today the bulk of those admitted to nursing homes are those whose children leave them there.
It is proposed to include a new article in the Criminal Code for evasion of able-bodied adult children from the payment of alimony on the basis of an agreement on the payment of alimony or alimony on the basis of a court decision for the maintenance of disabled and needy parents and punish them by a fine of 500 to 1000 minimum monthly wages or imprisonment for a term of one to two years.
To make the amendment to the Family Code of the Kyrgyz Republic that the administrations of social stationary institutions and local self-government bodies are obliged to apply to the court for the recovery of alimony for disabled parents in need of material assistance who remain on full self-sufficiency.
Also, to make amendments to the law On the State Civil Service and Municipal Service concerning those who has the obligation to pay alimony for the maintenance of disabled parents in need of material assistance.
