Kyrgyz MPs propose to legalize casino in Issyk-Kul

Bishkek, Jan. 26, 2021. /Kabar/. The bill "On the specialized administrative district in Issyk-Kul Oblast, including tourism and entertainment complex" and "On amendments to some legislative acts of the Kyrgyz Republic on gambling activities" is submitted for public discussion.

Initiators are MPs Baktybek Turusbekov and Dastan Dzhumabekov.

The bill is designed to expand economic opportunities in the country, develop the tourism industry and attract investment in the economy to ensure sustainable economic growth in Kyrgyzstan.

On Jan. 1, 2012 the Law “On Prohibition of Gambling Activities in the Kyrgyz Republic” came into force, the activity of totalizators and bookmakers' offices was also prohibited in 2015. Given this state policy, the bill provides for admission to gambling establishments only foreign nationals.

The ban on gambling activities has led to direct losses to the state budget of more than KGS 600 million per year and the closure of more than 11 thousand jobs.

According to the draft law, the unconditional advantage of the investment project to create a specialized administrative district, including entertainment and gambling complex, is more stringent state regulation. At the same time, the services of entertainment and gambling complex will be provided exclusively to foreign nationals only in a closed and specialized area.

The draft law was developed taking into account the analysis of relevant experience of such countries as Russia, Kazakhstan, Singapore, the USA, Monaco and the autonomous territory of China Macao.
