Minister of Foreign Affairs of the Islamic Republic of Pakistan Muhammad Ishaq Dar doesn't seems like in the negotiation mood. On International platform there are particular gestures which present either a person wants to do some stuff or that person is doing just to save people. And I believe its acceptable and understandable to show sad gesture to other government
