Bishkek, Dec. 23, 2020 / Kabar /. At a meeting of the Jogorku Kenesh the deputies approved the draft law "On Amendments to Legislative Acts on Economic Amnesty" in the second and third readings.
The bill was prepared in order to establish additional state guarantees for business entities, in relation to persons participating in the process of voluntary declaration of property and income during the period of the republican budget deficit, as well as a manifestation of humanism towards persons held in prisons and pre-trial detention centers in the context of the spread of coronavirus infection.
The norms proposed by the bill will also reduce the state's expenses for the maintenance of convicts and persons under investigation and are aimed at humanizing criminal liability for certain economic and tax crimes, as well as crimes against property, the interests of service in commercial and other organizations.
At the same time, these norms will ensure punishment for the above crimes without imprisonment, which allows the person who has stumbled to remain in society and provide an opportunity for his correction.
According to the bill, in case of abuse of power in a commercial organization, illegal issuance of a loan or economic smuggling, a person is not brought to criminal liability if he voluntarily compensated for the damage in double amount. The bill also states that in case of misappropriation or embezzlement of entrusted property, illegal business or banking activities, a person must compensate for the damage caused.
