Kyrgyz Parliament approves president's decree on introduction of state of emergency in Bishkek

Bishkek, Oct. 13, 2020 / Kabar /. The Parliament of Kyrgyzstan approved at an extraordinary meeting a presidential decree on the introduction of a state of emergency in Bishkek.

62 deputies, who are attending the extraordinary meeting voted unanimously for the approval of the presidential decree on the introduction of state of emergency.

The day before, President of Kyrgyzstan Sooronbay Jeenbekov signed a decree, according to which the state of emergency is re-introduced on the territory of Bishkek from 20:00 on October 12 to 07:00 on October 19, 2020. The state of emergency provides for a curfew from 22:00 p.m. till 05:00 a.m., a special regime of entry and exit of citizens, ban for individual citizens to leave their house or place of temporary residence for a specified period, as well as checking documents in places of mass gathering of citizens and other measures.

This decision is due to the fact that the Jogorku Kenesh did not consider the issue of the previously introduced state of emergency in the capital during three days. In accordance with the Constitution of the Kyrgyz Republic, if the earlier signed decree of the president is not approved by the parliament, then the state of emergency will be automatically canceled in three days.

The state of emergency is introduced due to the situation in Bishkek, which worsened after a protest action of those who disagreed with the results of the parliamentary elections, which took place on Oct. 4. The leaders of the losing parties called on the authorities to annul the results of the elections, which, in their opinion, were held with violations. The protesters seized the Parliament building and other important buildings of state bodies. After that, Prime Minister Kubatbek Boronov resigned, which was accepted by the president. The clashes between protesters and security officers was resulted in more than 1,000 people injures and one death.
