At a meeting of the Jogorku Kenesh on Thursday, MPs reviewed and adopted in the third reading the draft law "On Amendments to Certain Legislative Acts of the Kyrgyz Republic in the field of emergency situations in the economy," the press service of the Kyrgyz Parliament said.
The initiator of the bill is chairman of the Cabinet of Ministers.
In his report, Deputy Chairman of the Cabinet, Minister of Economy and Finance Akylbek Zhaparov drew attention to the difficult economic situation in the country.
He noted the above bill would allow the Cabinet to introduce an emergency mode in the economy and dispose of 20% of revenues and expenditures of the budget without the consent of the Jogorku Kenesh, change the tax rates, the conditions of public procurement, etc. He also listed the cases when special regulation in the economy is introduced.
During the discussion, MP Muradil Mademinov called the bill risky for the executive branch.
"Has it ever happened that the parliament did not support the government in difficult times for the country? We were convening in an emergency, and were passing the necessary laws. I propose to leave the norm of agreement with the Jogorku Kenesh, but otherwise I support the bill," he said.
In turn, deputy Shailoobek Atazov supported the bill, noting that citizens are waiting for decisive steps from the government.
MP Umbetaly Kydyraliyev stressed that the government's actions are mostly aimed at eliminating the negative effects of the economic downturn, the adoption of the law will allow the executive branch to be more mobile and take proactive measures.
Earlier, the Anti-Corruption Business Council (ABC) under the President of the Kyrgyz Republic said that the introduction of a state of emergency in the economy contradicts the policy of the head of state and creates new corruption risks.
