Bishkek, June 1, 2020. /Kabar/. The Committee on Budget and Finance of the Jogorku Kenesh (Kyrgyz Parliament) reviewed the draft Loan and Grant Agreement (Emergency Assistance for COVID-19 Pandemic Response) between the Kyrgyz Republic and the Asian Development Bank.
Health Minister of the republic Sabyrzhan Abdikarimov made a report, the press service of the Parliament reported Monday.
According to him, within the framework of the Agreement, ADB provides financial aid for budget support in the amount of $20 million, of which $10 million is a grant and $10 million is a loan.
The health minister also provided information about the draft Grant Agreement on the Kyrgyz Republic Primary Health Care Quality Improvement Program Multi-Donor Trust Fund between Kyrgyzstan and the International Bank for Reconstruction and Development and the International Development Association.
During the discussion, MP Tariel Jorobekov noted that 25 % of those infected with COVID-19 are medical workers. This happened due to the lack of adequate medical protection, as well as the lack of relevant knowledge of the observance of sanitary rules in such a situation. The parliamentarian noted the need to increase financing of the health care system as a whole, as well as to improve the skills of medical workers.
His counterpart Ruslan Kazakbayev noted the need to strengthen awareness-raising work among population in order to protect citizens from the risk of coronavirus infection.
He asked question concerning the financing of the Health Ministry measures to combat COVID-19 in Kyrgyzstan.
"There are rumors among the population about corruption schemes in spending the funds allocated to fight the pandemic," the MP said, and called on the Ministry of Health to conduct more transparent work on financial accountability.
Responding to the deputy's questions, the Government representatives informed that $240 million came from the International Monetary Fund, $9 million from other projects, $15 million from the World Bank and $20 million from ADB.
Following the discussion, the members of the Budget and Finance Committee approved the draft agreements.
