Bishkek, April 16, 2021. / Kabar /. A delegation of the Jogorku Kenesh headed by Speaker Talant Mamytov took part in the 52nd plenary meeting of the Interparliamentary Assembly of the CIS member states in St. Petersburg, the press service of the Kyrgyz parliament reported.
Parliamentarians of the Commonwealth countries discussed issues related to legislation regulating migration processes during a pandemic.
In this regard, the Kyrgyz Parliament speaker, in his speech, noted the negative consequences of the pandemic on the life of labor migrants. “The pandemic and its consequences have changed the lives of people around the world and affected the established migration flows, caused a reduction in the global economy and population incomes,” said Mamytov.
The speaker said that the legislation existing in the Commonwealth countries turned out to be inapplicable during a pandemic and a general lockdown. “This concerned a variety of issues, such as supporting businesses, providing them with tax and other exemptions, support for lending, ensuring the rights and freedoms of citizens, providing support to socially vulnerable segments of the population, guarantees for medical workers, and others,” he added.
In conclusion, the Kyrgyz side expressed its readiness to consider, together with the CIS states, proposals for developing an integrated approach to regulating the migration processes of our countries, including within the framework of the Organization.
A number of draft model laws were also considered at the meeting. Among them the model of the Migration Code for the CIS countries, ensuring the rights of children to health protection. In addition, the meeting participants got acquainted with the model laws "On psychiatric care and guarantees of citizens' rights in its provision", "On clinical guidelines for the provision of medical care in the CIS member states."
